Board of Mayor and Aldermen
April 1, 2024
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on
Monday, March 18, 2024 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John
Holden called the meeting to order. All members were present. Also present were Dyersburg Fire
Department Chief Brett Sipes, Fire Department Inspector Scotty Hollis, Interim Dyersburg Chief
of Police Thomas Langford, Lieutenant Jason Alexander and William Northcutt with the State
Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Alderwoman Webb.
2. Public Comment: None
3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the
March 18, 2024 meeting. Alderman Harrison made a motion to approve the minutes and
Alderman Cole seconded the motion. All voted in favor.

5. New Business:
I. Public Hearing—Beer Permits
A. Takos Y Mas, LLC

2321 Lake Road, Dyersburg TN
Interim Chief of Police, Thomas Langford, stated that all application material had been
vetted and reviewed by city and police department staff. Captain Langford recommended
approval of the permit.
Mayor Holden called for a motion to approve the recommendation. Alderman Hammond
made the motion to approve and Alderman Moody seconded the motion. All voted in
favor.
B. M Bar C Bucking Bulls and Arena

Dyer Co Fairgrounds – Riding Arena

Interim Chief of Police, Thomas Langford, stated that all application material had been
vetted and reviewed by city and police department staff. Captain Langford recommended
approval of the permit.
Mayor Holden called for a motion to approve the recommendation. Alderman Burks
made the motion to approve and Alderman Harrison seconded the motion. All voted in
favor.
C. Dogwood Brazilian Jiu-Jitsu

Dyers County Fairgrounds—FLC
296 James H. Rice Rd, Dyersburg, TN
Interim Chief of Police, Thomas Langford, stated that all application material had been
vetted and reviewed by city and police department staff. Captain Langford recommended
approval of the permit. Fire Chief Brett Sipes addressed the issue of the permit by stating
that the FLC Building did not meet the current occupancy standards for the event. Chief
Sipes offered an alternative by submitting the DFD Fee Schedule and the
recommendation that the fire department be on site for the event. Chief Sipes
recommended approval of the permit on this contingency only.
Mayor Holden called for a motion to approve the recommendation. Alderwoman Webb
made the motion to approve and Alderman Harrison seconded the motion. All voted in
favor.
II. Attorney Invoice
Mayor Holden presented the city attorney invoice for the amount of $6856.64 for the
months of January and February 2024. Alderman Baltimore made the motion to approve
and Alderwoman Webb seconded the motion. All voted in favor.
III. Bids – Greg Willimas
Department: Recreation
Item: Two (2) Sections of 16’ net fencing at Soccer Complex
Purpose: Containment of soccer balls for player safety
Budgeted: ARPA Funding - NEU
Notification – State Gazette & (2) plan rooms
Bids: Jackson Fence Company $45,861.00
WesTenn Fence Company $24,845.00
Ramm Fencing $14,450.00
Recommend awarding bid to Ramm Fencing, Dyersburg, $14,450.00
Mayor Holden called for a motion to approve the bid. Alderman Crawford made the
motion to approve and Alderman Harrison seconded the motion. All voted in favor.

COMMUNICATION FROM THE MAYOR:
Mayor Holden stated the 2024 Spring Clean Up would be taking place during the month of April. He
stated that each Saturday in April would be a different drop off location April 6th will be the Dyersburg
Activity Center, April 13th will be Bruce Community Center, April 20th will be Future City Community
Center and there will be a household hazardous waste day at the Dyer County Community Complex on
April 27, 2024.
