City of Dyersburg Board of Mayor and Aldermen April 15, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, April 15, 2024 at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present except for Alderman Baltimore. Also present were Dyersburg Fire Department Chief Brett Sipes, Future City Director Jannifer Ross, and William Northcutt with the State Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Mayor John Holden. 2. Public Comment: None 3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the April 1, 2024 meeting. Alderman Crawford made a motion to approve the minutes and Alderman Cole seconded the motion. All voted in favor. 4. Unfinished Business: None 5. New Business: A. Park & Recreation Committee meeting minutes – April 3, 2024 – Chairman Ricky Hammond Alderman Hammond read the minutes for the previous Parks & Recreation Committee. Mayor Holden called for a motion to approve the recommendation. Alderman Crawford made the motion to approve and Alderman Cole seconded the motion. All voted in favor. B. Bids- Greg Williams 1. Department: Fire Item: (3) Lifting bag kits Purpose: Rescue equipment Budgeted: No – Fire department was awarded $19,728.00 grant from the State of TN Rescue Squad Grant Program. Balance to come from small items account. Notification – None – NPPGov purchasing cooperative Contract # PS20040 Bids: Municipal Emergency Services $21,325.00 Recommend awarding bid to MES, Sandy Hook, CT, $21,325.00 Mayor Holden called for a motion to approve the bid. Alderman Harrison made the motion to approve and Alderman Crawford seconded the motion. All voted in favor. 2. Department: Recreation Item: Construction of gymnasium Purpose: Enhance Future City Recreation Center Budgeted: $680,000 CDBG grant $700,000 ARPA NEU funds Balance to paid from city fund balance and leftover NEU funds. Notification – State Gazette and two plan rooms Bids: Still Contractors $2,190,934.36 Forcum-Lannom Contractors $1,776,219.00 Universal Contractors $1,756,159.00 Recommend awarding bid to Universal Contractors, Union City, $1,756,159.00 Mayor Holden called for a motion to approve the bid. Alderman Hammond made the motion to approve and Alderwoman Webb seconded the motion. All voted in favor.  3. Department: Water / Sewer Item: Asphalt paving Purpose: Repave portion of McGaughy Street following sewer repair Budgeted: Repair & Maintenance account Notification – None – TN State contract Bids: Ford Construction $19,688.09 Bid awarded to Ford Construction, Dyersburg, $19,688.09 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Edward Burks: no report Willie Cole: Alderman Cole asked the board if there were any grants available for the smaller parks in the city and also about the possibility of a sidewalk Martin Luther King drive to Isaac Hayes Drive. Rick Crawford: Alderman Crawford questioned the feasibility of a sports complex study. Ricky Hammond: Alderman Hammond stated his concern for parking at the Activity Center and also recommended people to attend the I AM group dinner on April 27. Vanedda Webb: no report COMMUNICATION FROM THE MAYOR: Mayor Holden stated that the City of Dyersburg would begin flushing hydrants beginning April 22 through June 28. He also informed the board that the Resource/Hiring Fair would be held on April 17. Mayor Holden reminded that the Spring Clean Up would be continuing at Future City on Saturday, April 20 with Household Hazardous Waste Day at the Dyer County Community Complex on April 27, 2024. Mayor Holden also acknowledged April 14th – 20th as National Telecommunicators Week. Mayor Holden then congratulated Alderwoman Webb on winning the Sterling Award for being named on the 20 Most Influential Women in West Tennessee.
