City of Dyersburg Board of Mayor and Aldermen May 6th, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, May 6th at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present with the exception of Alderman Moody. Also present were Dyersburg Fire Chief Brett Sipes, Dyersburg Electric System CEO and President Stephen Lane, Power Board member Tommy Allmon and William Northcutt with the State Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Burks. 2. Public Comment: None 3. Approval of Minutes: Mayor John Holden called for a motion to approve the minutes from the April 15, 2024 meeting. Alderman Cole made a motion to approve the minutes and Alderman Crawford seconded the motion. All voted in favor. 4. Unfinished Business: None 5. New Business: A. Reappointment of Tommy Allmon to the Dyersburg Electric Power Board Mayor Holden called for a motion to approve the recommendation. Alderman Crawford made the motion to approve and Alderman Cole seconded the motion. All voted in favor. Upon a request from Lane, the board voted to reappoint Tommy Allmon to the Power Board for a term of four years, ending July 30, 2028. Mayor Holden told the board that after 40 years at DES, Lane was retiring this month. Lane addressed the board, saying, I want to express my gratitude for the support you all have given me and the Dyersburg Electric System. As the Mayor said, I’ve been there 40 years this month. I decided it was time for me to get out of the way and let somebody else take over. It’s always been a real pleasure working with the board. They’ve supported us, and I hope that we have supported y’all. So, I just wanted to say thanks for all those years. I hear so many horror stories from other utility managers who’ve got boards that have given them such a hard time. And we’ve never experienced that. It’s a real pleasure, and I appreciate you very much. I only ask one thing and that is that you’ll continue to support my successor after I’m gone, and Mayor, hopefully you and he will develop a good relationship like you and I have had. Mayor Holden stated, “Thank you Steve. It’s been a pleasure working with you, and for many years, you’ve been very accommodating to the city to help us reduce our cost for energy.” He continued, “We certainly appreciate all you’ve done for us and wish you the very best in your retirement.” B. Notice of Public Hearing – May 20th, 2024 – The annexation and rezoning of property located on Friendship Road (Map 023, Parcel 050) approximately 600 feet east of South main Street (16.05 Acres) from medium-Density Residential (R-2) to General Trades and Services (B-2). Mayor Holden called for a motion to approve the first reading. Alderman Baltimore made the motion to approve and Alderman Crawford seconded the motion. All voted in favor. C. Attorney Invoice Mayor Holden presented the city attorney invoice for the amount of $3987.50 for the months of March and April 2024. Alderman Hammond made the motion to approve and Alderwoman Webb seconded the motion. All voted in favor.  D. Bids- Greg Williams 1. Department: Sewer Item: Sewer Cured in Place Pipe Repair Purpose: Repair sewer line defects identified by survey to comply with consent agreement Budgeted: State Revolving Fund (SDR) loan Notification – State Gazette, Jackson Sun, and (2) plan rooms Bids: Gulf Coast Underground, LLC $4,717,781.70 SAK Construction, LLC $3,220,482.00 Insituform Technologies, LLC $3,182,511.00 Inliner Solutions $2,666,196.00 Recommendation: Award bid to Inliner Solutions, Orleans, IN, $2,666,196.00. Mayor Holden called for a motion to approve the recommendation. Alderman Harrison made the motion to approve and Alderman Cole seconded the motion. All voted in favor. 2. Department: Wastewater Plant Item: Replace 300kW emergency generator Purpose: Maintain power at Wastewater Treatment Plant Budgeted: $425,000 – TDEC ARPA Funds Notification – State Gazette, (2) plan rooms Bid: Cottrell Electric $229,100.00 Recommendation: Award bid to Cottrell Electric, Dyersburg, $229,100.00. Mayor Holden called for a motion to approve the recommendation. Alderman Baltimore made the motion to approve and Alderwoman Webb seconded the motion. All voted in favor. 3. Department: Solid Waste Item: 580 Residential rollout garbage containers Purpose: Inventory of curbside containers Budgeted: $40,000 Notification – None – Sourcewell Contract # 041521-CEI Bid: Cascade Engineering $32,319.00 Bid awarded to Cascade Engineering, Grand Rapids, MI, $32,319.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore recognized Mayor Holden for the National Day of Prayer, the Mayor’s Prayer Breakfast and Prayer on the Square on May 2, 2024. Rick Crawford: Alderman Crawford thanked Dyersburg Electric System and the city departments for their readiness to help the citizens of Dyersburg whenever there’s a problem.
