Board of Mayor and Aldermen
June 17, 2024
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on
Monday, May 20th at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden
called the meeting to order. All members were present with the exception of Alderman
Baltimore. Also present were Bruce Hays, Kevin Evans and William Northcutt with the State
Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Crawford

3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the May
20, 2024 meeting. Alderman Crawford made a motion to approve the minutes and Alderman
Cole seconded the motion. All voted in favor.
4. Unfinished Business: None
5. New Business:
A. Report on Debt Obligation – Steve Anderson
City Treasurer, Steve Anderson, gave an update on current bonds and city debt.
B. Finance Committee Meeting Minutes – June 7, 2024
June 13, 2024
Alderman Burks read the minutes from the previous two Finance Committee Meetings
during which the 2024-2025 Dyersburg City School Budget was presented in the amount
of $30,527,495. Mayor Holden called for a motion to approve the 2024-2025 budget.
Alderman Moody made the motion to approve and Alderman Hammond seconded the
motion. All voted in favor.
C. Bids- Greg Williams
1. Department: Recreation
Item: Construction of permeable paving parking lot
Purpose: Increase parking capacity at Forked Deer River Park
Budgeted: Yes – TDEC ARPA Non-competitive grant funds
Notification – State Gazette, Jackson Sun, and (2) plan rooms
Bids: Ford Construction Co. $855,523.54
Still Evans Construction $826,329.14
Recommendation: Award bid to Still Evans Construction, Dyersburg, $826,329.14.
Mayor Holden called for a motion to approve the recommendation. Alderman Harrison made a
motion to approve the minutes and Alderman Cole seconded the motion. All voted in favor.
2. Department: Recreation
Item: Construction of restroom facilities at Forked Deer River Park
Purpose: Continued construction of planned development
Budgeted: Yes – Recreational Trails Program grant funds
Notification – State Gazette, Jackson Sun, and (2) plan rooms
Bids: Allen Searcy Builder $691,000.00
Graves & Graves Construction $610,000.00
Still Evans Construction $530,064.90
Recommendation: Award bid to Still Evans Construction, Dyersburg, $530,064.90.
Mayor Holden called for a motion to approve the recommendation. Alderman Crawford made a
motion to approve the minutes and Alderman Hammond seconded the motion. All voted in
favor.
3. Department: Recreation
Item: Construction of Pickle Ball Courts
Purpose: Continued construction of planned development
Budgeted: Yes – ARPA NEU grant funds
Notification – State Gazette, Jackson Sun, and (2) plan rooms
Bids: Field Turf USA $1,234,452.38
Trey Construction $ 774,800.00
Ford Construction $ 686,442.85
Still Evans Contractors $ 649,455.86
Recommendation: Award bid to Still Evans Construction, Dyersburg, $649,455.86.
Mayor Holden called for a motion to approve the recommendation. Alderman Hammond made a
motion to approve the minutes and Alderman Moody seconded the motion. All voted in favor.
4. Department: Sanitation
Item: (16) 6-yd3 Dumpster Boxes
Purpose: Replace older dumpsters
Budgeted: Yes – Operating Supplies
Notification – None, Utilized Sourcewell Cooperative Purchasing
Contract # 040621-WQI
Bids: Wastequip $17,561.00
Awarded bid to Wastequip, Eagleville, TN, $17,561.00.
5. Department: Police
Item: (3) SkyCop Mobile Surveillance Trailers
Purpose: Community Safety
Budgeted: Yes – VCIF Grant
Notification – None – Piggyback off City of Bartlett bid
Bids: SkyCop Inc. $151,800.00
Awarded bid to SkyCop Inc., Memphis, TN, $151,800.00
6. Department: Recreation
Item: Top dress (9) soccer fields with sand
Purpose: Smooth and finish playing surface
Budgeted: Repair & Maintenance
Notification – State Gazette
Bid: Ladd’s Inc. $23,660.00
Awarded bid to Ladd’s Inc., Memphis, $23,660.00.
REPORT FROM ALDERMEN AND ALDERWOMEN:
James Baltimore:
Edward Burks: none
Willie Cole: Alderman Cole inquired about the city keeping people accountable for the upkeep of
their lawns. Mayor Holden replied that the city mows these lawns and charges the owners. Mayor
Holden stated that he would be happy to look into any addresses that were of concern.
Rick Crawford: Alderman Crawford noted that some citizens were concerned about garbage pickup
and the regulations of placement of garbage cans. Mayor Holden stated that the city would post on
social media the guidelines to help remind everyone.
Ricky Hammond: Alderman Hammond asked about the time frame for any upcoming paving.
Joey Harrison: no report
Dennis Moody: Alderman Moody thanked the board for their condolences during the loss of his
wife.
Vanedda Webb: no report
COMMUNICATION FROM THE MAYOR:
Mayor Holden informed the Board that city offices would be closed in observance of the Juneteenth
holiday.
With no further business the meeting adjourned.
