City of Dyersburg Board of Mayor and Aldermen June 28, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Friday, June 28th at 9:00 am. in the Dyersburg City Hall Board Room. Mayor John Holden called the meeting to order. All members were present with the exception of Alderman’s Baltimore and Cole. Also present were City Treasurer, Steve Anderson, Dyersburg Police Chief Thomas Langford, Ms. Sue Teague and William Northcutt with the State Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Hammond. 2. Public Comment : None 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the June 17, 2024 meeting. Alderman Harrison made a motion to approve the minutes and Alderman Burks seconded the motion. All voted in favor. 4. Unfinished Business: None 5. New Business: A. Amend 2023/2024 Budget – Steve Anderson City Treasurer, Steve Anderson, gave an update on the amended 2023-2024 Budget. Mayor Holden called for a motion to approve the amended budget. Alderman Hammond made a motion to approve and Alderwoman Webb seconded the motion. All voted in favor. B. Finance Committee Meeting Minutes – June 18th, 2024 Alderman Burks read the minutes from the previous Finance Committee Meeting. Mayor Holden called for a motion to approve the minutes. Alderman Burks made the motion to approve and Alderman Crawford seconded the motion. All voted in favor. C. Public Hearing – Ordinance BB714 An ordinance of the City of Dyersburg, Tennessee adopting the annual budget and tax rate for the fiscal year beginning July 1, 2024 and ending June 30, 2025. (Ordinance BB714 included in Budget book). Mayor Holden called for a motion to approve BB714. Alderwoman Webb made a motion to approve and Alderman Harrison seconded the motion. All voted in favor. D. Public Hearing – Beer Permit—KC’s One Stop Dyersburg Police Chief, Thomas Langford, informed the board that they found no reason not to issue the permit for KC’s One Stop. No public comments were made, Mayor Holden called for a motion to approve. Alderman Harrison made a motion to approve and Alderman Burks seconded the motion. All voted in favor. E. Attorney Invoice The board was presented the attorney invoice in the amount of $2435.03. Mayor Holden called for a motion to approve. Alderwoman Webb made a motion to approve and Alderman Moody seconded the motion. All voted in favor. All voted in favor. F. Bids – Greg Williams No bids were presented REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Edward Burks: Alderman Burks thanked everyone involved in the budget process. Willie Cole: Rick Crawford: Alderman Crawford also thanked everyone for their work on the 2024-2025 Budget. Ricky Hammond: Alderman Hammond wished everyone a Happy July 4th holiday along with his appreciation for the budget committee. Joey Harrison: Alderman Harrison reminded everyone of the City’s ordinance against fireworks in the city limits. Dennis Moody: Alderman Moody stated that he thought the budget was a good one and was glad for the increased funds for paving. Vanedda Webb: no report COMMUNICATION FROM THE MAYOR: Mayor Holden informed the Board that city offices would be closed in observance of the July 4th holiday. He also stated his appreciation to City Treasurer Steve Anderson, staff, Finance Committee, the Board and to City Recorder Scott Ball and City Engineer Tiffany Heard. Mayor Holden noted that the city currently had $35 million in grants for projects underway and that this would be the 18th year there had been no increase for city employee insurance benefits.
