City of Dyersburg Board of Mayor and Aldermen August 5, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, August 5, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. Others attending were Police Chief Thomas Langford, Fire Chief Brett Sipes, Police Lt. Jason Alexander and City Treasurer Steve Anderson. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Moody. 2. Public Comment : None 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the July 15, 2024 meeting. Alderman Crawford made a motion to approve the minutes and Alderman Hammond seconded the motion. All voted in favor. 4. Unfinished Business: 5. New Business: A. Beer Permit – Dyersburg Municipal Golf Course (Chris Young) Dyersburg Police Chief, Thomas Langford, informed the board that they found no reason not to issue the permit for Dyersburg Municipal Golf Course (Chris Young). Mayor Holden stated it was a public hearing for any comments, no comments received. Mayor Holden called for a motion to approve. Alderman Harrison made a motion to approve and Alderwoman Webb seconded the motion. All voted in favor. B. Bids- Greg Williams 1. Department: Wastewater Treatment Plant Item: Lift Station Replacement Purpose: Plant Preservation Budgeted: Yes Notification – State Gazette and (2) Plan Rooms Bids: J.S. Haren Company $477,550.00 Water Serv NO BID Clifco NO BID Recommendation: Award bid to J.S. Haren Company, Athens, TN - $477,550.00 (Budgeted Amount - $340,000.00) Mayor Holden called for a motion to approve the recommendation. Alderman Baltimore made a motion to approve and Alderman Cole seconded the motion. All voted in favor. 2. Department: Recreation Item: Basketball Scoreboards (6) Purpose: Replace Aging Equipment Budgeted: Yes Notification – None – Omnia Contract # R201101 Bids: BSN Sports - $23,336.88 Recommendation: Award bid to BSN Sports, Dallas, TX - $23,336.88* (Budgeted Amount - $20,400-exceeded budget due to freight & installation costs) Mayor Holden called for a motion to approve the recommendation. Alderman Hammond made a motion to approve and Alderman Cole seconded the motion. All voted in favor. 3. Department: Sanitation Item: (9) 8-yd3 Dumpster Boxes Purpose: Replace older dumpsters Budgeted: Yes – Operating Supplies Notification – None – Sourcewell Contract # 040621-WQI Bids: Wastequip, LLC $11,684.00 Awarded bid to Wastequip, Eagleville, TN - $11,684.00. 4. Department: Recreation Item: Future City Ballfield Lights Purpose: Expand Programming At Center Budgeted: Yes – ARPA Funds Notification – None Bids: Dyersburg Electric System - $28,831.67 Awarded bid to Dyersburg Electric System, Dyersburg, TN - $28,831.67 5. Department: SWM-Landfill Item: Engine Replacement - Compactor Purpose: Replace Failed Engine Budgeted: Repair & Maintenance Item Notification – None – Dealer Repair Bids: Thompson Machinery $67,380.03 Awarded bid to Thompson Machinery, Jackson, TN - $67,380.03 6. Department: Recreation Item: Treadmill, Cross Trainer, and (2) Recumbent Bikes Purpose: Replace Aging Equipment Budgeted: Yes Notification – None – Sourcewell Contract # 081120-LFF Bid: Lifefitness - $15,558.00 Awarded bid to Lifefitness, Chicago, IL - $15,558.00. 7. Department: Water Plant Item: Well # 7 Rehab and Repair Purpose: Put Well Back In Service Budgeted: Repair & Maintenance Item Notification – None – Emergency Repair Bids: National Water Services - $17,650.00 Awarded bid to National Water Services, Paoli, IN - $17,650.00 9. Department: Recreation Item: Jennie Bell Walking Trail Purpose: Development of Jennie Bell Park Budgeted: Yes - Recreation Trails Program Expenditures Notification – State Gazette and (2) Plan Rooms Bids: Wagner General Contractors $227,000.00 Trey Construction $295,000.00 Still - Evans Contractors NO BID Ford Construction NO BID Awarded bid to Wagner General Contractors, Bartlett, TN - $227,000.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore brought attention to issues at Fairview Cemetery with a fence, the flagpole and a sign that had been run over. Edward Burks: Alderman Burks stated that Mayor Holden’s Mayor of the Year Award reflected good on the city. Willie Cole: Alderman Cole inquired about need for a sidewalk at Isaac Hayes. Mayor Holden replied that that the estimated cost with right of way, pipe installation, and other contingencies would total around $125,000. Rick Crawford: no report Ricky Hammond: Alderman Hammond asked for the clarification of the aggressive stray dog law. Mayor Holden replied that there is an animal control ordinance that allows the city to cite people in court that have dogs that are aggressive but that identifying the owners is often an issue. Joey Harrison: Alderman Harrison asked that the Street Department employees be recognized for their dedication to working in the excessive heat the past few weeks. Dennis Moody: no report Vanedda Webb: Alderwoman Webb wanted to recognize that teachers and students had begun a new school year and wished them a great start. COMMUNICATION FROM THE MAYOR: Mayor Holden announced a Recreation Committee meeting would be held this week to discuss parking issues.
