City of Dyersburg Board of Mayor and Aldermen September 3, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Tuesday, September 3, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. Others attending were Police Chief Thomas Langford, Rachel Townsend with the State Gazette, Vanessa Cain and Laura Friedhof with McIver’s Grant Public Library. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Baltimore. 2. Public Comment : McIver’s Grant Public Library – Vanessa Cain Ms. Cain stated that September is National Library Card Sign-Up Month along with Optimus Prime being the ambassador. She thanked the board for its continued support of the library and asked them to share the word. 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the August 19, 2024 meeting. Alderman Crawford made a motion to approve the minutes and Alderman Cole seconded the motion. All voted in favor. 4. Unfinished Business: none 5. New Business: A. Beer Permit – Care Markets, LLC Dyersburg Police Chief, Thomas Langford, informed the board that they had fully vetted the applicants and found no reason not to issue the permit for Care Markets, LLC (Kevin Byrd, Marathon). Mayor Holden stated it was a public hearing for any comments, no comments received. Mayor Holden called for a motion to approve. Alderman Harrison made the motion to approve and Alderman Hammond seconded the motion. All voted in favor. B. Bids- Debbie Harris 1. Department: Fire Item: Extrication tools Purpose: Emergency Response Budgeted: $45,000 Notification – None - Sourcewell Contract # 020124 Bids: Municipal Emergency Services - $44,736.99 Bid Awarded to Municipal Emergency Services, Minneapolis, MN - $44,736.99 2. Department: Water Item: Well # 8 Repair Purpose: Restore Water Flow Budgeted: Repair & Maintenance Item Notification – None – Emergency Repair Bids: National Water Services, LLC - $33,577.00 Bid Awarded to National Water Services, Paoli, IN - $33,577.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: no report Edward Burks: Alderman Burks requested a copy of the current list of streets to be paved. Willie Cole: Alderman Cole asked about the tire removal on Bowen Lane. Mayor Holden stated the TDEC would be at the property Wednesday to access the situation. Alderman Cole also asked if any solutions had been given for the Activity Center parking. Alderman Hammond answered that the city had looked into the matter. Mayor Holden added that the parking lot on Wheeler Street had been restriped and the DAC had just hosted an 18-team tournament with no parking issues. Rick Crawford: no report Ricky Hammond: Alderman Hammond announced that work on the Jennie Bells School trail had begun. Joey Harrison: no report Dennis Moody: no report Vanedda Webb: Alderwoman Webb recognized and thanked the city employees who worked throughout the weekend so that citizens could enjoy the Labor Day holiday. COMMUNICATION FROM THE MAYOR: Mayor Holden stated that many projects were currently underway with construction beginning on the new pickleball courts, the Forked Deer River Park and the renovation of the Downtown Farmers Market.
