City of Dyersburg Board of Mayor and Aldermen October 7, 2024 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, October 7, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. Others attending were City Treasurer Steve Anderson and William Northcutt with the State Gazette The meeting opened with The Pledge of Allegiance and a prayer by Alderman Cole. 2. Public Comment : none 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the September 16, 2024 meeting. Alderman Baltimore made a motion to approve the minutes and Alderman Cole seconded the motion. All voted in favor. 4. Unfinished Business: none 5. New Business: A. Notice of Public Hearing- October 21, 2024 An ordinance amending the Dyersburg Municipal Zoning Map by rezoning property located at 600 Fakes Ave. from R-2 (medium density residential) district to R-3 (high density residential) district. Mayor Holden called for a motion to approve. Alderman Moody made the motion to approve and Alderman Baltimore seconded the motion. All voted in favor. B. Notice of Resolution A resolution to annex, with a plan of services, a portion of property located at 396 Jenkinsville Jamestown Road. Mayor Holden called for a motion to approve. Alderman Crawford made the motion to approve and Alderman Harrison seconded the motion. All voted in favor C. Notice of Public Hearing- October 21, 2024 An ordinance amending the Dyersburg Municipal Zoning Map by rezoning property located at 396 Jenkinsville Jamestown Road from Dyer County Far to R- lA (medium density single family residential) district. Mayor Holden called for a motion to approve. Alderman Harrison made the motion to approve and Alderman Hammond seconded the motion. All voted in favor D. Bids – Debbie Harris 1. Department: Recreation Item: Scoreboards for Softball Fields Purpose: Replace older scoreboards Budgeted: *Yes - $23,800 (see note below) Notification – None – OMNIA contract # R201101 Bids: BSN Sports – $19,794.08 Bid awarded to BSN Sports, LLC, Dallas, TX - $19,794.08 Mayor Holden called for a motion to approve. Alderman Hammond made the motion to approve and Alderman Baltimore seconded the motion. All voted in favor. 2. Department: Engineering Item: Topcon GPS System for Engineering Purpose: Update Current GPS System Budgeted: Yes Notification – None – Sole Source Bids: Earl Dudley, LLC - $19,000.00 Bid awarded to Earl Dudley, LLC, Birmingham, AL - $19,000.00 3. Department: Police Item: Taser/Axon Program & Supplies Purpose: Annual Subscription for Tasers Budgeted: Yes – $29,800.00 Notification – None – Sole Source for Subscription Bids: Axon Enterprises, Inc. - $27.913.78 Bid awarded to Axon Enterprises, Phoenix, AZ - $27,913.78 4. Department: Sanitation Item: Repairs to Dozer - Unit 506 Purpose: Repair dozer after failure Budgeted: Repair & Maintenance Item Notification – None – Dealer repair Bids: Thompson Machinery - $19,228.27 Bid awarded to Thompson Machinery, Jackson, TN - $19,228.27 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore questioned on when paving would begin. Mayor Holden stated that patching had begun and that the street list had been distributed. Alderman Baltimore also asked for prayers for the people of Florida. Edward Burks: no report Willie Cole: Alderman Cole asked about blue prints for the new gymnasium at Future City. Mayor Holden stated that there was a copy at City Hall.
