Board of Mayor and Aldermen
September 16, 2024
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting
on Monday, September 16, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor
John Holden called the meeting to order. All members were present with the exception of
Alderman Hammond. Others attending were Dyersburg Police Chief Thomas Langford,
Dyersburg Fire Chief Brett Sipes, City Treasurer Steve Anderson and William Northcutt
with the State Gazette The meeting opened with The Pledge of Allegiance and a prayer
by Alderman Burks.
2. Public Comment : none
3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from
the September 16, 2024 meeting. Alderman Crawford made a motion to approve the
minutes and Alderman Cole seconded the motion. All voted in favor.
4. Unfinished Business: none
5. New Business:
A. Beer Permit – Dogwood BJJ
Dyersburg Police Chief, Thomas Langford, informed the board that they had fully
vetted the applicants and found no reason not to issue the permit to Dogwood BJJ
(Juan Perez).
Mayor Holden called for a motion to approve. Alderwoman Webb made the motion to
approve and Alderman Harrison seconded the motion. All voted in favor.
B. Resolution 09162024
Initial resolution authorizing the incurrence of indebtedness by the City of
Dyersburg, Tennessee, of not to exceed $4,000,000, by the execution with the
public building authority of the City of Clarksville, Tennessee, of a loan
agreement to provide funding for certain public works projects.
Mayor Holden called for a motion to approve. Alderman Moody made the motion to
approve and Alderman Cole seconded the motion. All voted in favor.
C. Resolution 09162024A
A resolution authorizing a loan pursuant to a loan agreement between the City of
Dyersburg, Tennessee, and the public building authority of the city of Clarksville,
Tennessee, in the principal amount of not to exceed $4,000,000; authorizing the
execution and delivery of a loan agreement and other documents relating to said
loan; providing for the application of the proceeds of said loan and the payment of
such indebtedness; consenting to the assignment of the City’s obligation under
such loan agreement; and, certain other matters.
Mayor Holden called for a motion to approve. Alderman Crawford made the motion to
approve and Alderman Baltimore seconded the motion. All voted in favor.
D. Comptroller Report to the Board of Mayor and Alderman for their
knowledge and review prior to the adoption of an authorizing resolution for
the refunding bonds.
E. Amendment to Resolution 03182024
A resolution amending a resolution authorizing the issuance, sale and payment of
not to exceed $13,000,000 in aggregate principal amount of general obligation
refunding bonds of the City of Dyersburg, Tennessee; and providing for the levy
of taxes for the payment of debt service on the bonds.
Mayor Holden called for a motion to approve. Alderman Baltimore made the motion to
approve and Alderman Burks seconded the motion. All voted in favor.
F. City of Dyersburg Stormwater Ordinance – Annual Compliance text
amendment update
Mayor Holden called for a motion to approve. Alderman Baltimore made the motion to
approve and Alderman Moody seconded the motion. All voted in favor.
G. Bids- Debbie Harris
No bids
REPORT FROM ALDERMEN AND ALDERWOMEN:
James Baltimore: Alderman Baltimore thanked the Dyersburg Fire Department for their
service.
Edward Burks: Alderman Burks stated that the State Gazette had not had him present the
past two meetings. He asked that it be recorded in the minutes that he had been present.
Willie Cole: Alderman Cole thanked the Dyersburg Police Department for their help with
speed signs.
Rick Crawford: Alderman Crawford asked for any updates on the tires stored on Leslie
Toles’s property on Bowen Lane. Mayor Holden stated that TDEC had all the pertinent
information including all permission letters from adjoining property owners

Dennis Moody: no report
Vanedda Webb: no report
