Board of Mayor and Aldermen
October 21, 2024
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting
on Monday, October 21, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor
John Holden called the meeting to order. All members were present with the exception of
Alderman Cole. Others attending were City Treasurer Steve Anderson and William
Northcutt with the State Gazette The meeting opened with The Pledge of Allegiance and
a prayer by Alderman Crawford.
2. Public Comment : none
3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from
the October 7, 2024 meeting. Alderman Harrison made a motion to approve the minutes
and Alderman Crawford seconded the motion. All voted in favor.
4. Unfinished Business: Mayor Holden informed the board refinancing paperwork was
signed today. Refinancing this bond resulted in a fixed interest rate of 3.08% with savings
of $400,000 for the city.
5. New Business:
A. Notice of Public Hearing-November 4, 2024
An ordinance amending the Dyersburg Municipal Zoning Map by rezoning
property located at 1404 Hwy 51 Bypass (NE Comer of Hwy 51 and Pioneer)
from P-B (Planned Business) to M-2
Mayor Holden called for a motion to approve. Alderwoman Webb made the motion to
approve and Alderman Baltimore seconded the motion. All voted in favor.
B. Public Hearing-Ordinance BB715
An ordinance amending the Dyersburg Municipal Zoning Map by rezoning
property located at 600 Fakes Ave. from R-2 (medium density residential) district
to R-3 (high density residential) district.
Mayor Holden called for a motion to approve. Alderman Baltimore made the motion to
approve and Alderman Crawford seconded the motion. Mayor Holden asked if there was
anyone wishing to speak to this, no public comments. All voted in favor
C. Resolution 10212024
A resolution to annex, with a plan of services, a portion of property located at 396
Jenkinsville - Jamestown Road.
Mayor Holden called for a motion to approve. Alderman Baltimore made the motion to
approve and Alderman Harrison seconded the motion. All voted in favor
D. Public Hearing-Ordinance BB716
An ordinance amending the Dyersburg Municipal Zoning Map by rezoning
property located at 396 Jenkinsville - Jamestown Road from Dyer County Far to
R-lA (medium density single family residential) district.
Mayor Holden called for a motion to approve. Alderman Hammond made the motion to
approve and Alderman Harrison seconded the motion. Mayor Holden asked if there was
anyone wishing to speak to this, no public comments. All voted in favor
E. Resolution 10212024A
A resolution authorizing and approving execution of an equipment lease -
purchase agreement with Cadence Bank for the purpose of lease - purchasing
certain equipment
Mayor Holden called for a motion to approve. Alderman Moody made the motion to
approve and Alderman Hammond seconded the motion. All voted in favor
F. Bids – Debbie Harris
1. Department: Recreation
Item: Forked Deer River Park and Reagan Levee Trail
Purpose: Continued construction of planned development
Budgeted: Yes - Recreation Trails Program Expenditures
Notification – State Gazette, Jackson Sun and (2) Plan Rooms
Bids: Wagner Construction $164,895.13
Still - Evans Contractors $113,382.35
Terry Bell Construction $107,478.41
ABES Contracting, LLC $ 95,735.00
Ford Construction $ 87,692.29
Awarded bid to Ford Construction, Dyersburg, TN - $87,692.29
Mayor Holden called for a motion to approve. Alderman Moody made the motion to
approve and Alderman Crawford seconded the motion. All voted in favor.
REPORT FROM ALDERMEN AND ALDERWOMEN:
James Baltimore: Alderman Baltimore thanked Mayor Holden and all of the city staff
responsible for the construction and progress of the new gym at the Future City Recreation
Center.
Edward Burks: no report
Willie Cole: Not Present
Rick Crawford: Alderman Crawford thanked Dyersburg’s policemen who lead the funeral
processions & at the cemetery get out of their cars and place their hand over their hearts as
the procession enters the cemetery.
Ricky Hammond: no report
Joey Harrison: Alderman Harrison said he was happy about the new businesses coming in
and the rezoning but that the city needs to keep in mind what the influx of traffic might do to
the areas.
Dennis Moody: Alderman Moody asked the city to look into a road issue in front of Days
Inn on Lake Road
Vanedda Webb: Alderwoman Webb noted there had been many people out for early voting
and encouraged everyone to get out and vote.
COMMUNICATION FROM THE MAYOR:
Mayor Holden updated the board on the progress of many city projects including the soccer
fields, the Jennie Bell walking trail, construction of the new gym at Future City and the new
pickleball courts.
With no further business the meeting was adjourned.
