Board of Mayor and Aldermen
December 3, 2024
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting
on Monday, December 3, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor
John Holden called the meeting to order. All members were present with the exception of
Alderman Crawford. Others attending were William Northcutt with the State Gazette.
The meeting opened with The Pledge of Allegiance and a prayer by Alderman Harrison.
2. Public Comment : none
3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from
the November 4, 2024 meeting. Alderwoman Webb made a motion to approve the
minutes and Alderman Cole seconded the motion. All voted in favor.
4. Unfinished Business: none
5. New Business:
A. Resolution 12032024
A resolution authorizing the City of Dyersburg, Tennessee to participate in the
TML Risk management Pool Driver matching Grant Program.
Mayor Holden called for a motion to approve. Alderman Moody made the motion to
approve and Alderman Baltimore seconded the motion. All voted in favor

Purpose: Broadband Connected Community Facilities
Budgeted: Yes – Grant
Notification – State Gazette, Jackson Sun and (2) Plan Rooms

Awarded bid to C & M Builders, Southaven, MS - $1,543,883.00
Mayor Holden called for a motion to approve. Alderman Hammond made the motion to
approve and Alderman Moody seconded the motion. All voted in favor

Item: Dyersburg Gresham Manhole Project
Purpose: Manhole Rehabilitation and Replacement Sanitary Sewer Rehab
Budgeted: Yes – State Revolving Fund
Notification – State Gazette, Jackson Sun and (2) Plan Rooms
Bids: Structured Solutions $ 372,443.00

Budgeted: Yes – State Revolving Fund
Notification – State Gazette, Jackson Sun and (2) Plan Rooms

Mayor Holden called for a motion to approve. Alderman Harrison made the motion to
approve and Alderman Moody seconded the motion. All voted in favor.
REPORT FROM ALDERMEN AND ALDERWOMEN:
James Baltimore: Alderman Baltimore complimented the city water/sewer employees.
Edward Burks: Alderman Burks stated the Bowen Lane address had been cleared of old
illegally dumped tires. Mayor Holden added that the city was grateful for TDEC’s help and
would be closely monitored in the future. Alderman Burks then wished everyone a Merry
Christmas.
Willie Cole: Alderman Cole commended Mayor Holden on all the city employees on the
levees. He noted that the Army Corps of Engineers officially recognized the Dyersburg
levees as category 5, with Dyersburg as the only place within a six-state district to receive
such rating. Alderman Cole wished everyone a Merry Christmas.
Rick Crawford: absent
Ricky Hammond: Alderman Hammond questioned the state of roads the state is responsible
for and asked if Rusty Grills would be the appropriate contact aperson.
Joey Harrison: Alderman Harrison wished everyone a Merry Christmas.
Dennis Moody: Alderman Harrison wished everyone a Merry Christmas
Vanedda Webb: no report

With no further business the meeting was adjourned.
