City of Dyersburg Board of Mayor and Aldermen January 6, 2025 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, January 6, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. Others attending were Chief Brett Sipes, City Treasure Steve Anderson and William Northcutt with the State Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Dennis Moody. 2. Public Comment : none 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the December 3, 2025 meeting. Alderman Cole made a motion to approve the minutes and Alderman Crawford seconded the motion. All voted in favor. 4. Unfinished Business: none 5. New Business: A. Report on Debt Obligation Mayor Holden presented the current debt obligation in the recent bond obtained by the City of Dyersburg, this was informational only and required no action from the board. B. Bids – Debbie Harris 1. Department: City Hall Item: 7.5 ton rooftop gas pack HVAC unit Purpose: Restore heat upstairs at City Hall due to non-functioning HVAC unit. Budgeted: Repairs & Maintenance Item Notification – State Gazette Bids: Windle HVAC Services, LLC $12,088.00 Billy Rogers, Plumbing $12,500.00 Jeffries Heating & Air No Response Awarded to Windle HVAC Services, LLC - Dyersburg, TN - $12,088.00 Mayor Holden called for a motion to approve. Alderman Moody made the motion to approve and Alderman Hammond seconded the motion. All voted in favor 2. Department: Street Item: Street Sweeping Services Contract Purpose: Perform Street Sweeping Services for City routes Budgeted: Yes – Contract expired – 12/03/2024 Notification - State Gazette & contracts@alliedsolutionenterprise.com Bids: Street Corporation of America, Inc. $104,998.00 Annually contracts@alliedsolutionenterprise.com No Response Awarded to Street Corporation of America, LLC., Seven Hills, OH - $104,998.00 Mayor Holden called for a motion to approve. Alderman Harrison made the motion to approve and Alderman Baltimore seconded the motion. Alderman Crawford voiced concerns about problems with the quality of Street Corporation of America present cleaning of city streets. He hoped they would do a better job. Eight board members voted in favor, with one no vote by Alderman Crawford. 3. Department: Sanitation Item: Repairs to Dozer – Unit # 512 Purpose: Repair dozer after failure of hydraulic fan pump and motor. Budgeted: Repair & Maintenance Item Notification – None – Dealer repair Bids: Thompson Machinery - $12,963.78 Awarded to Thompson Machinery, Jackson, TN - $12,963.78  4. Department: Water Treatment Plant Item: Well # 8 Pump Rehab - repairs, pump installation & performance testing Purpose: Restore Water Flow Budgeted: Repair & Maintenance Item Notification – None – Emergency Repair Bids: National Water Services, LLC – $85,307.00 Bid Awarded to National Water Services, Paoli, IN - $85,307.00 5. Department: Sanitation Item: Repairs to Dozer – Unit # 505 Purpose: Undercarriage and transmission repair, etc. Budgeted: Repair & Maintenance Item Notification – None – Dealer repair Bids: Thompson Machinery - $88,334.34 Bid Awarded to Thompson Machinery, Jackson, TN - $88,334.34 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: no report Edward Burks: Alderman Burks stated his concern with winter weather causing potholes in the city streets and wanted to confirm that leaf pickup would continue until January 31. Willie Cole: Alderman Cole asked about our relationship with the Humane Society with stray dogs. Mayor Holden stated that although the city gave them a yearly contribution of $140,000, the Humane Society was not a department of the City and they had their own volunteer board and new staff currently in training. Mayor Holden also noted the city had an Animal Control Ordinance that dealt with vicious dogs. Rick Crawford: no report Ricky Hammond: Alderman Hammond stated his disappointment with the State Gazette corporate decision that the paper would be published one day per week. No one covering local sports and good folks have lost their jobs at the paper and hoped that the new owner would change the decisions that had been made. Joey Harrison: no report. Dennis Moody: no report Vanedda Webb: Alderwoman Webb congratulated the Dyersburg Activity Center for their youth basketball league and how well it is run. She thanked the sponsors, players, coaches and the staff at the DAC for a great experience.
