City of Dyersburg Board of Mayor and Aldermen January 21, 2025 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Tuesday, January 21, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. Others attending were Police Chief Thomas Langford and William Northcutt with the State Gazette. The meeting opened with The Pledge of Allegiance and a prayer by Vanedda Webb. 2. Public Comment : none 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the January 6, 2025 meeting. Alderman Crawford made a motion to approve the minutes and Alderman Cole seconded the motion. All voted in favor. 4. Unfinished Business: Mayor Holden stated that due to the previous questions about the contract with Street Corporation of America, Inc., he had contacted them about doing a more thorough job of their contracted services. 5. New Business: A. Beer Permits 1. All-In One (Jay Shree Mahakali Inc.) Dyersburg Police Chief, Thomas Langford, informed the board that they found no reason not to issue the permit for All-In One, 810 Hwy 51 Byp W. Mayor Holden called for a motion to approve. Alderman Moody made the motion to approve and Alderman Hammond seconded the motion. Mayor Holden noted that this is a public hearing on the beer permit and asked if anyone wished to speak on this, no public comments were made. All voted in favor. 2. Five Star 78 Inc (Alpa Patel) Dyersburg Police Chief, Thomas Langford, informed the board that they found no reason not to issue the permit for Care Market Marathon, 2261 St. John Avenue. Mayor Holden called for a motion to approve. Alderman Hammond made the motion to approve and Alderman Harrison seconded the motion. Mayor Holden noted that this is a public hearing on the beer permit and asked if anyone wished to speak on this, no public comments were made. All voted in favor. . 3. Slick’s Hideaway (Ricky Sanders Sr.) Dyersburg Police Chief, Thomas Langford, informed the board that they found no reason not to issue the permit for Slick’s Hideaway, 551 Horner Road. Mayor Holden called for a motion to approve. Alderman Harrison made the motion to approve and Alderman Cole seconded the motion. Mayor Holden noted that this is a public hearing on the beer permit and asked if anyone wished to speak on this, no public comments were made. All voted in favor. B. Bids – Debbie Harris 1. Department: Water Plant Item: 7.5 ton rooftop gas pack HVAC unit Purpose: Restore heat at Water Plant due to non-functioning HVAC unit. Budgeted: Repair & Maintenance Item Notification – Jackson Sun Bids: Windle HVAC Services, LLC $13,912.00 Billy Rogers Plumbing, HVAC $14,500.00 Jeffries Heating & Air $14,878.14 Bid to be Awarded to Windle HVAC Services, LLC - Dyersburg, TN - $13,912.00 Mayor Holden called for a motion to approve. Alderman Moody made the motion to approve and Alderman Cole seconded the motion. All voted in favor 2. Department: Sanitation Item: (9) 8-yd3 Dumpster Boxes Purpose: Replace older dumpsters Budgeted: Yes – Operating Supplies Notification – None – Sourcewell Contract # 040621-WQI Bids: Wastequip, LLC $10,821.00 Awarded bid to Wastequip, Eagleville, TN - $10,821.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore questioned if the city had warming centers available to any citizens that might be in need. Mayor Holden replied that a warming shelter was available at First Assembly of God. Edward Burks: no report. Willie Cole: Alderman Cole asked about a food truck park. Mayor Holden noted that there are food truck spots (3) available at the Farmers Market. Rick Crawford: no report Ricky Hammond: Alderman Hammond requested a recreation meeting be scheduled. Joey Harrison: no report.
