City of Dyersburg Board of Mayor and Aldermen March 4, 2025 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Tuesday, March 4, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present with the exception of Alderman Hammond. Others attending were Fire Chief Sipes, City Treasurer Steve Anderson and Katie Little. The meeting opened with The Pledge of Allegiance and a prayer by Alderman Burks. 2. Public Comment : none 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the January 6, 2025 meeting. Alderman Crawford made a motion to approve the minutes and Alderman Cole seconded the motion. All voted in favor. 4. Unfinished Business: none 5. New Business: A. Presentation of FY 2024 Annual Financial Report (Audit) – Katie Little Ms. Little gave an overview and answered questions concerning the City of Dyersburg Annual Financial Report, she also reported there were no findings for the City of Dyersburg. B. Resolution 03042025 – A resolution authorizing the City of Dyersburg, Tennessee to participate in the Property Conservation Matching Grant Program. Mayor Holden called for a motion to approve. Alderman Moody made the motion to approve and Alderman Baltimore seconded the motion. All voted in favor. C. Bids – Debbie Harris 1. Department: Street Item: #598 Knuckleboom Truck Purpose: Replace transmission Budgeted: No - Repair & Maintenance Item Notification – None – Emergency repair of equipment. Bid: J and P Machine Repair - $11,503.95 Awarded bid to J and P Machine Repair - Dyersburg, TN - $11,503.95 Mayor Holden called for a motion to approve. Alderman Crawford made the motion to approve and Alderman Baltimore seconded the motion. All voted in favor 2. Department: Wastewater Item: #1 Final Clarifier Gearbox Purchase: Replace 40+ year old gearbox Budgeted: No - Repair & Maintenance Item Notification: None – Emergency repair of equipment. Bid: Guthrie Sales & Service - $51,275.00 (sole source letter provided) Awarded bid to Guthrie Sales & Service, Brentwood, TN - $51,275.00 Mayor Holden called for a motion to approve. Alderman Harrison made the motion to approve and Alderman Moody seconded the motion. All voted in favor 3. Department: Recreation Item: 2 Aspire Treadmills for Bruce Purchase: Replace Aging Equipment Budgeted: Yes – Originally Budgeted at $10,000.00* Notification: None – Sourcewell Contract # 052324 – LFF Bid: Life Fitness - $10,945.04 Awarded bid to Life Fitness, Chicago, IL - $10,945.04 Mayor Holden called for a motion to approve. Alderman Harrison made the motion to approve and Alderman Baltimore seconded the motion. All voted in favor 4. Department: Recreation Item: Dyersburg Activity Center Ballfield Lights Purpose: Replace existing fixtures with new LED Sport Lighting Fixtures Budgeted: No – Repair & Maintenance Item Notification – State Gazette Bids: Art Craft Signs - $18,268.28 Cottrell Electric - $55,115.00 Musco Sports Lighting – No Bid Volunteer Electrical – No Bid Awarded bid to Art Craft Signs, Dyersburg, TN - $18,268.28 Mayor Holden called for a motion to approve. Alderman Baltimore made the motion to approve and Alderman Cole seconded the motion. All voted in favor 5. Department: Sanitation Item: (16) 6-yd3 Dumpster Boxes Purpose: Replace older dumpsters Budgeted: Yes – Operating Supplies Notification – None – Sourcewell Contract # 040621-WQI Bids: Wastequip, LLC - $16,253.00 Awarded bid to Wastequip, Eagleville, TN - $16,253.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman Baltimore praised city workers for their dedication during the previous bad weather. Edward Burks: Alderman Burks asked about the timeline of upcoming paving projects. Willie Cole: no report. Rick Crawford: Alderman Crawford thanked City Treasurer, Steve Anderson, and all the employees who helped with the Financial Report. Ricky Hammond: no report Joey Harrison: Alderman Harrison asked that we not forget to recognize all workers that help with the education of students. Dennis Moody: Alderman Moody questioned if there was anyone at TDOT that could be contacted to help assist with the state roads when it comes to paving.
