Board of Mayor and Aldermen
March 17, 2025
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting
on Monday, March 17, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor
John Holden called the meeting to order. All members were present. Others attending
were Lt Bill Danley, Greg Twilla and Ms. Emily Ritzler.
2. Public Comment : none
3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from
the March 4, 2025 meeting. Alderman Crawford made a motion to approve the minutes
and Alderman Cole seconded the motion. All voted in favor.
4. Unfinished Business: none
5. New Business:
A. Beer Permit – Applebee’s Restaurants Mid- Atlantic LLC
DBA: Applebee’s Restaurant #81098

Mayor Holden called for a motion to approve. Alderman Harrison made the motion and
Alderwoman Webb seconded the motion. Mayor Holden noted that this is a public
hearing on the beer permit and asked if anyone wished to speak on this, no public
comments were made. All voted in favor.

Mayor Holden called for a motion to approve. Alderman Hammond made the motion and
Alderman Harrison seconded the motion. Mayor Holden noted that this is a public
hearing on the beer permit and asked if anyone wished to speak on this, no public
comments were made. All voted in favor.

Purpose: Replace all pins, bushings, and bearings on hard nose, repair

Mayor Holden called for a motion to approve. Alderman Moody made the motion and
Alderman Crawford seconded the motion. All voted in favor.

Item: #3 Intermediate gearbox
Purchase: Replace 30+ year old gearbox
Budgeted: No - Repair & Maintenance Item
Notification: None – Emergency repair of equipment.

Mayor Holden called for a motion to approve. Alderman Cole made the motion and
Alderman Moody seconded the motion. All voted in favor.

Item: Audio Visual Upgrade
Purchase: Replace Aging Equipment
Budgeted: *Yes – Opioid Grant
Notification: State Gazette

Mayor Holden called for a motion to approve. Alderman Baltimore made the motion and
Alderman Cole seconded the motion. All voted in favor.

Item: Pickle Ball Court Lighting
Purpose: Furnish and Install Lighting Facilities
Budgeted: Yes – ARPA Funds
Notification – None

D. Presentation and Adoption of the City of Dyersburg Major Roads Plan
WSP Engineering – Emily Ritzer
Ms. Ritzer updated the board on the Major Roads Plan survey and results that the
city provided on Facebook.

Rick Crawford: Alderman Crawford asked for prayers for area storm victims and
congratulated the Lady Trojans Basketball Team on their successful year.
Ricky Hammond: Alderman Hammond asked if paving would start as soon as the weather
warmed up.

COMMUNICATION FROM THE MAYOR:
Mayor Holden thanked everyone who worked to open storm shelters during the previous
severe weather.With no further business the meeting was adjourned.
