City of Dyersburg Board of Mayor and Aldermen April 7, 2025 1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting on Monday, April 7, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John Holden called the meeting to order. All members were present. 2. Public Comment : none 3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from the March 17, 2025 meeting. Alderman Cole made a motion to approve the minutes and Alderman Crawford seconded the motion. All voted in favor. 4. Unfinished Business: none 5. New Business: A. Notice of Public Hearing – April 21, 2025 - An ordinance amending the Dyersburg Municipal Zoning map by rezoning a portion of property located at 1335 E. Court from M-2 (Medium Industrial) to B-2 (General Trade and Services). Mayor Holden called for a motion to approve the Notice of Public Hearing. Alderman Moody made a motion to approve the minutes and Alderman Baltimore seconded the motion. All voted in favor. B. Resolution 04072025 A resolution to adopt the technical report for the Dyersburg Major Road Plan. Mayor Holden called for a motion to approve the resolution. Alderman Harrison made a motion to approve the minutes and Alderman Baltimore seconded the motion. All voted in favor. C. Recreation Committee Meeting minutes – April 3, 2025 – Chairman Ricky Hammond D. Bids – Debbie Harris 1. Department: Solid Waste Item: Repair Dozer – Unit 512 Purpose: Replace undercarriage Budgeted: Repair & Maintenance Notification – None – Emergency repair of equipment. Department: Emergency Operations Command Item: 36 Batteries for Emergency Warning Sirens Purchase: Maintenance and repairs for emergency warning systems Budgeted: Repair & Maintenance Notification: None – Emergency Purchase Bids: West Tennessee Communications - $12,186.36 Awarded bid to West Tennessee Communications, Dyersburg, TN - $12,186.36 4. Department: IT Item: Migrate On Premises Email Server to MS Office 365 Purpose: Moving email to cloud storage to increase storage Budgeted: Repair & Maintenance Item Notification – None – LGC is our current provider Bid: Local Government Corporation - $20,588.00 Awarded bid to Local Government Corporation, Nashville, TN - $20,588.00 REPORT FROM ALDERMEN AND ALDERWOMEN: James Baltimore: Alderman thanked all city employees for their hard work during the storm cleanup. Edward Burks: Alderman Burks recognized city employees for all the hard work cleaning up storm debris. Willie Cole: Alderman Cole asked if an adult league or senior softball league could be offered through parks and recreation for anyone interested. The alderman also thanked the Mayor for the plaque that recognized Bruce High School as an historical site for Dyersburg and Dyer County. Rick Crawford: Alderman Crawford thanked the fire, police and street department for all their hard work during the storms and flood. Ricky Hammond: Alderman Hammond thanked all the city employees for their time and effort with the storm shelters. Joey Harrison: Alderman Harrison thanked the city employees and asked for prayers for the citizens who had been displaced during the recent storms. Dennis Moody: No Report Vanedda Webb: Alderwoman Webb thanked city employees for their hard work and dedication to the city. COMMUNICATION FROM THE MAYOR: Mayor Holden updated the board on the number of people who had used the city shelters during the recent storms. He also thanked all the city employees who had helped with cleanup and staffing the shelters. Mayor Holden also noted all the activities currently taking place to help all the citizens who had been affected by the recent floods. He thanked the Street Department, Dyer County Rescue Squad, TWRA, Dyersburg Police, Fire, and Traffic Safety for all their hard work during the flooding. Mayor Holden also stated that the Red Cross would be set up at the Dyersburg Methodist Church for anyone needing their services due to the floods.
