Board of Mayor and Aldermen
April 21, 2025
1. Call to Order: The Board of Mayor and Aldermen convened for a scheduled meeting
on Monday, April 21, at 7:00 p.m. in the Dyersburg Municipal Court Room. Mayor John
Holden called the meeting to order. All members were present.
2. Public Comment : none
3. Approval of Minutes: Mayor Holden called for a motion to approve the minutes from
the April 7, 2025 meeting. Alderman Crawford made a motion to approve the minutes
and Alderman Cole seconded the motion. All voted in favor.
4. Unfinished Business: none
5. New Business:
A. Notice of Public Hearing – April 21, 2025 - An ordinance amending the
Dyersburg Municipal Zoning map by rezoning a portion of property located
at 1335 E. Court from M-2 (Medium Industrial) to B-2 (General Trade and
Services).
Mayor Holden called for a motion to approve the ordinance. Alderman Moody made a
motion to approve the minutes and Alderman Harrison seconded the motion. All voted in
favor

1. Department: Water Treatment Plant
Item: Downtown Water Treatment Plant Generator Replacement
Purpose: Replacing Water Treatment Plant Generator
Budgeted: Yes – State Revolving Fund
Notification – State Gazette, Jackson Sun and (2) Plan Rooms
Bids: Cottrell Electric $ 255,200.00
KCK Contractors, LLC $ 239,934.58
Shelby Electric Co., Inc. $ 336,000.00
Vaughn Electric Co., Inc. $ 380,038.00
Awarded bid to KCK Contractors, LLC, Dyersburg, TN - $239,934.58
The Mayor and Board of Alderman approved the bid to be awarded to KCK
Contractors, LLC.
REPORT FROM ALDERMEN AND ALDERWOMEN:
James Baltimore: No Report
Edward Burks: Alderman Burks noted that the advertisements had been moved to the
Jackson Sun as needed and that the roof at The Farmers Market was completed with grant
money.
Willie Cole: Alderman Cole thanked everyone working diligently for the flood victims.

COMMUNICATION FROM THE MAYOR:
Mayor Holden stated that 41 people had been rescued from the flood waters. He thanked the
Dyer County Rescue Squad, TWRA & the Dyersburg Fire Department for their efforts on
April 7 & April 8 saving people from the flood waters. Mayor Holden also thanked all of the
various city departments for a great job in assisting during the flood event and everyone that
had donated time, money and supplies to help flood victims. Mayor Holden also noted and
thanked the Dyer County Leadership Class for attending tonight’s meeting.
With no further business, the meeting was adjourned.
