Motion made by Council Member English moved to approve second reading of Ordinance No. 853 Seconded by Council Member Ostwinkle Silva. Voting Yea: Ostwinkle Silva, English Nay: Gibbs, Oberbroeckling, Westhoff Motion failed. 12. Waive Third Reading of Ordinance No. 853. Second reading failed so no action taken.
