MINUTES Village of East Troy Airport Advisory Committee September 12, 2016 1. Call to order – Meeting called to order at 7:00pm by Ann Zess Present – Ann Zess, Chairperson, Walter Watkins, Airport Manager/FBO, Don Voland, Mike Starck, Sam Taber Also Present: Dale Graves, Charlie Christiansen, Matt Rybarczyk, Kim Weckerly Ben Beaird 2. Citizen Participation – None 3. August 8, 2016 Minutes were approved by the committee on a motion by Don Voland and seconded by Sam Taber 4. Old Business: a. Airport Layout Plan update – Andy Trimble of the BOA is handling this in conjunction with the Taxi-way reconstruction project. b. Update on Engineering plans for the 2016 taxiway asphalt project – The bids were opened September 8. Aprons where there is not a drainage issue will be removed from the federal portion of the project and will need to be covered at 50% by the Village. Village Board will make a decision on funding the project during September budget sessions. c. Committee Review of Village code 176-17 – Table for now. d. Operations at 57C – Counting operations – Mike is continuing to test and is up to 3 cameras to capture as many operations as possible. 5. New Business: a. YTD Rev/Expense report through August – Regarding the electricity, Ann will talk to Jason about checking the draw on the taxi-way lights. There is a transformer in the electrical shed that runs hot. Bathrooms have old style electric heaters. Ask Lorri to put together a trend report by meter. b. Review 2017 Proposed O&M and capital budgets – Question on whether the crack filling was done at the airport and the answer was no and the money will be carried over to 2017 for taxiway project. c. Hangar Insurance- The village’s current requirement is $500,000 which was reduced from $1,000,000. Businesses are still at the $1,000,000 level. Sam had different requirements and was going to review and update the committee at the next meeting. d. Access to North side hangars using road vs. taxi-way – There was one offender and Sam or Mike will talk with this person. e. Naming the roadway coming into airport driveway – The current address of the airport is 2085 Hwy L. At one time there was a sign North Road and South Road. The sign fell down and we will ask DPW to put it back up. However, the official mailing address would still be 2085 Hwy L. f. Airport Closure – Mike called the FAA to find out what the airport manager guidelines are for closing an airport. The only ones that can “close” an airport are the airport manager or owner. Following an accident with a skydiver this summer the County called Milwaukee and closed the airport. Walter did not know about it until someone called the next day to ask if Airport Advisory Committee Minutes September 12, 2015 Page 2 the airport was still closed. No one from the County followed up and opened the airport. The advisory committee requests Chief Boyes attend a meeting to discuss. g. Coach USA schedule – We need to find the schedule so we can post on the Village and Chamber websites.
