MINUTES Village of East Troy Airport Advisory Committee October 10, 2016 1. Call to order – Meeting called to order at 7:00pm by Ann Zess Present – Ann Zess, Chairperson, Walter Watkins, Airport Manager/FBO, Don Voland, Mike Starck Excused: Sam Taber Also Present: Dale Graves, Charlie Christiansen, Matt Rybarczyk 2. Citizen Participation – None 3. September 12, 2016 Minutes were approved by the committee on a motion by Don Voland and seconded by Mike Starck 4. Old Business: a. Airport Layout Plan update – Andy Trimble of the BOA is handling this in conjunction with the Taxi‐way reconstruction project. Since the taxi‐way construction project is underway, it will allow him to get started. b. Update on Engineering plans for the 2016 taxiway asphalt project – The project is funded and should be approved following a public hearing November 7, 2016. c. Operations at 57C – Counting operations – Mike is continuing to test and is up to 4 cameras to capture as many operations as possible. d. Hanger insurance requirements as a follow up discussion. This topic was tabled until Sam can weigh in. Table discussion this meeting. 5. New Business: a. YTD Rev/Expense report through September – Lorri gave Ann a report of electrical bills going back to 2012. Ann created a line graph by meter to show the trends over this time. Conclusions drawn were that winter usage increases. 2016 winter usage was the highest of all the winters which could be due to the papi lights being left on 24/7, as well as the weather system was added, plus the old model heater in the bathrooms are a big draw. We will still ask Jason to check the usage. b. Review 2017 Proposed O&M and capital budgets – Committee reviewed and discussed the budgets with no recommendations or questions. c. Emergency Procedures for airport – Discussion with Chief Boyes is delayed to the November 14 meeting.
