MINUTES Village of East Troy Airport Advisory Committee November 14, 2016 1. Call to order – Meeting called to order at 7:00pm by Ann Zess Present – Ann Zess, Chairperson, Walter Watkins, Airport Manager/FBO, Don Voland, Sam Taber, Jim Stemper Excused: Mike Starck Also Present: Dale Graves, Charlie Christiansen, Matt Rybarczyk, Kim Weckerly 2. Citizen Participation – None 3. October 10, 2016 Minutes were approved by the committee on a motion by Don Voland and seconded by Sam Taber 4. Old Business: a. Airport Layout Plan update – Need to advise engineers of any potential developments planned but not shown. Will discuss with Andy Trimble. b. Update on Engineering plans for the 2016 taxiway asphalt project – Funded. Start date not set yet. Will contact Andy Trimble of the Bureau of Aeronautics. c. Operations at 57C – Counting operations – Discussion ensued to bring Jim up to speed on what this agenda item entails. Table further discussion for Mike, or until it warms up. d. Hangar insurance requirements as a follow up discussion. It was determined that the requirements by the Village are in line with the understanding of the Committee Members. 5. New Business: a. YTD Rev/Expense report through October – The Committee continues to address the electrical costs and is now following the trends on a monthly graph, per meter. Ask Lorri if electric costs are estimated some months or actual, which could account for some monthly fluctuation. b. Review Airport grant assurance (BOA/FAA) – 57C is a publicly owned airport. If an airport receives federal funds for projects, the airport has to abide by “grant assurances”. FAA regulations and Federal Air Regulations (FAR) are regulations that all pilots have to abide by. Grant Assurances are there for safety and to protect protected areas on the surface of the airport. Protected Surface Area – Under the grant assurances includes the above approach surfaces. Anything inside the inner Airport Advisory Committee Minutes November 14, 2016 Page 2 fence is affected. Federal law dictates what you can do on the airport, including emergency procedures. Reportable issues – maintenance issue vs. accident vs. damage of public property. At what point is it reportable? Property damage is reportable. If FAA inquires, they would go to the Chief of Police for a report. FAA is clear about what is reportable. Under grant assurances, every time you accept money for projects (ie. Taxiway reconstruction project), it extends by 20 years of having to abide by grant assurances, or else pay back the monies accepted for the project(s). The airport has to be maintained as an airport per grant assurances. Ie. Cannot use runways for drag racing. At the next meeting, the committee will discuss emergency procedures at the airport, with Chief Alan Boyes being invited to a future meeting.
