EAST TROY VILLAGE BOARD MINUTES June 1, 2020 Page 1 of 3 Call Meeting to Order; Pledge of Allegiance Administrator Suhm verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Alexander Alger, Alan Boyes, Mary Nugent, Matt Johnson and Forty Renucci Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Attorney Pruitt, Clerk Alexander Citizen Participation Val Aide, 3051 South Street, discussed her concern with timely removal of the weeds/cattails in the impoundment area. She is concerned that if they are not dealt soon, they will be out of control and present a health hazard. Would like this item on an agenda. Consent Agenda 1. Approval Minutes – 5/18/20 2. Consider approval of Successor Agent for Ale Station – Vlaznim Islami 3. Liquor Licenses - Consider approval of 2020-21 Liquor Licenses for Class A & B Beer, Class A & B Combination, Class Wine, per attached list 4. List of New and Renewed Operator’s Licenses approved for 2020-2022 License Year Licenses - per attached list Motion by Trustee Johnson, second by Trustee Alexander, to approve the Consent Agenda. Motion carried. Miscellaneous Business 1. Consider approval of annual renewal for Mobile Home Park Permit for Meadows Development Group LLC - Skyview Terrace, 2742/2786 Main St. Attorney Pruitt discussed the need to have the actual, legal entity that owns the park make the license application as there appears to have been a reorganization of the LLC based on the state documents at Wisconsin corporate records and department of financial corporations. He suggested requesting a copy of the park’s rules and lease document from the owner to ensure those rules for tenants can be cross-referenced to Village ordinances for any violations and to review for enforcement of loss of leased space. Recommended to not take action on the submitted application until ownership is confirmed and correct entity signs the application. Maria Virga, Meadows Development Group, will provide proof of ownership of the park and look into the entity name question. She will also provide a copy of the park rules to the Village. Asset Development is the operator of the park. She offered to provide a written agreement to the Police Department for local authorities to patrol their community. This will allow officers to enforce such violations as speeding within the park.  EAST TROY VILLAGE BOARD MINUTES June 1, 2020 Page 2 of 3 Discussion turned to the 9-outstanding cross-connection inspections. One location is vacant and will be inspected on Tuesday. The others are residents that have been sent violation letters and have not contacted the Code Compliance Specialist. This is just cause and the next step would be to file an eviction notice to the tenant from the park owner and explained the timeline on that action. She asked that if evictions are issued that the Village support this action with the court. The question was raised if the park owner had the ability to shut water off to the individual lots. Ms. Virga was unsure of this and will need to look into the situation. This is a health and safety situation for the Village because the water utility is responsible, by state code, for the service to the endcap. Motion by President Seager, second by Trustee Alexander, to table this item until the June 15 meeting. Motion carried. 2. Consider approval of Special Event application for East Troy Knights “Knights of Summer” Baseball Tournament, June 26 - 28, 2020, 6 am to 10 pm, at Mitchell Park, Rick Brandner, Event Chairperson. Expected attendance is 200, will use 4 fields (3 Mitchell Fields and the Grandstand field Friday and Center field Saturday/Sunday) Motion by Trustee Johnson, second by Trustee Nugent, to approve the event. Trustee Alexander mentioned that he liked the precautions that the group had outlined that they intend to put in place for the event. Motion carried. 3. Consider approval of Special Event application for White Lightening Battle of the Borders Tournament, June 19-21, 2020, at Mitchell Park, Chris Conger, Event Chairperson. Peak attendance expected to be 700, will use 4 fields. This is a new event/group, contingent upon receipt of certificate of insurance, dumpster contractor and fees (withheld until after June 1 to confirm event) Clerk Alexander explained that this application was withdrawn as the group had made the decision to cancel the event. 4. Consider approval of Special Event application for East Troy Express Baseball, Sunday games at the Grandstand field, with dates TBD – Kelly Lehman, Event Chairperson, contingent upon receipt of fees and updated certificate of insurance upon approval of event. Motion by Trustee Renucci, second by Trustee Johnson, to approve the event. Motion carried. 5. Direction on possible grant for replacement of card reader for fuel farm at the Airport DPW Equitz explained that he is looking for direction from the Board regarding the replacement of the credit card reader system at the airport. There are funds set aside in the 2020 CIP for this however the interpretation of the FBO contract is that maintenance of the fuel farm equipment falls to the FBO Operator. DPW Equitz has been informed that the BOA is offering possible financial assistance to this replace system. These funds would come from the BOA and would not impact federal funding. Direction was to check with the BOA on this funding and who would have to apply for it – whether the FBO Operator would be eligible or if the Village would need to be the applicant as the owner – and bring back to the Board. Trustee Boyes asked for more information on the full cost, lifetime maintenance costs and the ROI to the Village.  EAST TROY VILLAGE BOARD MINUTES June 1, 2020 Page 3 of 3 6. Consideration of 2020-2022 Police Union Contract, approval contingent upon union ratification. Motion by Trustee Alexander, second by Trustee Boyes, to approve the Police Union contract. Motion carried. Reports 1. Special Booth Lake Memorial Minutes - 4/29/2020 – the beach will open 6/19, Townline Road is open, new sand has been added to the beach 2. ETAESD Minutes – 4/28/2020 Closed Session Motion by President Seager, second by Trustee Johnson, to go into CLOSED SESSION pursuant to Sec. 19.85(1)(e),Wis. Stat., deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: specifically to discuss a possible intergovernmental agreement with Walworth County concerning the disposition of certain foreclosed property in the Village of East Troy and to discuss possible developments for a new tax incremental district. Motion carried on a roll call vote.
