Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Alan Boyes, Mary Nugent and Forty Renucci Absent: Trustees Alger, Johnson Others: DPW Director Equitz, Clerk Alexander All Attendees were Remote Via Zoom Citizen Participation Val Aide, 3051 South Street, discussed Ord. 289-3 regarding noxious weeds and expressed her concerns with the weeds/cattails in the impoundment area and the effect on air quality and health concerns. She asked for a plan to remove the weeds. Steven Kuhl, 2905 North Shore Drive, asked about Miscellaneous Business Item 1 and requested clarification on the criteria used to award the grant. Consent Agenda 1. Consideration of amendment to the Knights Baseball Tournament Special Event Application to authorize raffles which include alcoholic beverages (no consumption on premises allowed) 2. Consideration of Resolution 2020-10 Reimbursement Resolution for water portion of Clayton/Bellview project (allows project expenditures prior to receiving borrowing proceeds to be reimbursed by borrowing) Motion by Trustee Alexander, second by Trustee Boyes, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consideration of accepting multiuse trail grant award for proposed multiuse trail project adjacent Honey Creek Road and Highway 120 DPW Equitz explained that the Village has been offered the opportunity to accept an award from the 2019 (FY20) Stewardship grant cycle for up to $249,000. This is a 50/50 matching reimbursement grant. Tim Lynch, Lynch and Associates, referred to Mr. Kuhl’s question during Citizen Participation, explaining that the application for the grant awarded point based on various aspects of the proposed project from the Village and the WI DNR evaluated projects with points being awarded to the final score for projects with such criteria as associated with a dam removal or being along a shoreline, as the Village project was. Mr. Lynch stated that he had confirmed with the DNR that the grant funds could be used for the multi-use trail proposed along Highway 120. The Village will also be able to apply for and be considered for future funding awards for additional sections or phases of this project plan. The DNR has offered this funding with a very short timeframe of acceptance and the decision before the Board tonight is if the Village would like to proceed in accepting the funding. The Village could choose to not accept this funding and apply for a  EAST TROY VILLAGE BOARD MINUTES June 25, 2020 Page 2 of 2 larger grant to cover the full project in the future or accept this funding for the Highway 120 portion of the project and apply for additional funding in the future for the balance of the project. By notifying the DNR that the Village will accept this grant funding the Village can then move forward with the design for the project while being mindful of cost and what funds are available. Mr. Lynch presented estimated project costs for the Highway 120 and Honey Creek portions or the project. There would be a two-year window on the construction of the funded project. DPW Equitz feels this is a “big win” and would allow moving forward with the multi-use trail on Highway 120 from the bridge to Honey Creek Road balancing the use of as much of the matching funds as possible including installing the project in sections if needed. Further discussion included the advantage of knowing what funds are available as the project is designed, consider only the Highway 120 portion, the possibility of working with the State on lighting, making sure that the project costs are managed , access to the Brookstone subdivision, having the time to work on the design of the project and the benefit of additional safety of residents walking along Highway 120. Motion by Trustee Alexander, second by Trustee Nugent, to accept the grant award for proposed multiuse trail project. Motion carried.
