EAST TROY VILLAGE BOARD COW MINUTES August 24, 2020 Page 1 of 2 Call Meeting to Order; Pledge of Allegiance Administrator Suhm verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander (attending via Zoom), Alexander Alger, Alan Boyes, Mary Nugent, Matt Johnson and Forty Renucci Others: DPW Director Equitz, Chief Swendrowski, Administrator Suhm, Clerk Alexander Citizen Participation Joyce Reed, 3057 South St., addressed the Board in relation to the dam/impoundment area and stated 5 points that she would like to see the Village address. She stated that should the Village address these five points the property owners along the north of the impoundment area would consider the creation of a Lake District. Consent Agenda 1. Approval Minutes – 8/17/2020 2. Consider approval of Special Event/Beer Walk Permit to East Troy Area Chamber of Commerce for Brewfest, Vanessa Lenz, Chamber Director, Event Chairpersons, Saturday, September 5, 2020 (3 – 7 pm) on the Village Square, with single point of samples served for paid participants within the Craft Brewers area. i. List of participants to be supplied one week prior to event ii. Wristbands to be used to identify patrons iii. Operators to be Vanessa Lenz, Sarah Manke and Ted Zess 3. Consider approval of lease assignment for Hangar S-20 to Joel Klein (from 8/17/20) Motion by Trustee Johnson, second by Trustee Boyes, to approve the consent agenda. Motion carried. Adjourn to Committee of the Whole Motion by President Seager, second by Trustee Johnson, to adjourn to Committee of the Whole. Motion carried. Discussion Items: 1. Discussion regarding design of improvements to the Village Square and surrounding area to be done in conjunction with the 2021 Highway ES Reconstruction project Tim Lynch and Dan Meyer, Lynch & Associates, were on hand to present the information on the design improvements for the Village Square area. Discussion included: • Jurisdiction of the roadway is still Walworth County • Traffic flow around the Square, slowing traffic, number and placement of stop signs • Accommodating truck traffic • Angle and number of parking stalls • Defining the driving lane, narrowing the driving lane • Bike lanes • Concerns with visibility/parking on the west entrance to the Square, possible crosswalk needed EAST TROY VILLAGE BOARD COW MINUTES August 24, 2020 Page 2 of 2 • Concerns with traffic entering the Square from Division on the north west corner, possible overhead signage • Intersection of Main Street and Church Street (north east corner of the Square) poses a traffic challenge • Changes in the north, south, east and west “spokes” of sidewalk within the Square Park • Crosswalks and mid-block crossings, using temporary crosswalk signage during events • The addition of trees to the sidewalks – the number, placement and planting options (sidewalk grates, tree vaults, planter options) and responsibility • Removal of the one-way traffic for Church Street at this time • Working with Walworth County on design and timeframe for early bidding for the project • Increasing the width of the sidewalks around the outside Square for pedestrians and businesses Direction to staff was to incorporate the changes discussed (ex. wider sidewalks, less trees) and bring back to the Board in September with costing estimates. 2. Review of DPW, Water & Sewer capital budgets Discussion included the proposed capital projects for 2021. Adjourn Motion by President Seager, second by Trustee Alger, to adjourn at 9:24 pm.
