Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Mary Nugent, Matt Johnson, Forty Renucci, Jason Smalley and Joe Wisnewski Others: Chief Swendrowski, DPW Director Equitz, Clerk Alexander Citizen Participation: None Consent Agenda 1. Approval Minutes – 6/7/2021 2. Liquor Licenses - Consider approval of 2021-2022 Liquor Licenses for Class A & B Beer, Class A & B Combination, Class C Wine, per attached list 3. List of New and Renewed Operator’s Licenses approved for 2021-2023 License Year Licenses - per attached list 4. Consideration of Appointment of John Merath to Plan Commission, John Merath to Zoning Board of Appeals, Jason Smalley to CDA, Robert Seager to Law Enforcement Hearing Board (no packet materials) 5. Consider approval of annual renewal for Mobile Home Park Permit for Meadows Development Group LLC - Skyview Terrace, 2742/2786 Main St. 6. Consider approval of Temporary Class B Beer License from Knights of Columbus, Keith Witt, Event Chairperson, for Corn & Brat Fest July 30 to August 1, 2021, to be held at 3288 Main Street. Temporary Operators: Keith Witt, Jeremy Hartranft, Murry Mitten a. Contingent upon receiving updated Certificate of Insurance. 7. Consider approval of Temporary Class B Beer License from East Troy Youth Baseball & Softball Assoc. for the East Troy Knights Tournament, Rick Brandner, Event Chairperson, June 25 to June 27, 2021, to be held at Rossmiller Park (event approved 5/3/21). Temporary Operators: Cherissa Wendt, Lindsey Phillips, Nicole Cetnarowski. 8. Consideration of 2020 Fund Balance Designations Motion by Trustee Alexander, second by Trustee Johnson, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consideration of refunding Arcade License Fees due to withdrawal of application Motion by Trustee Johnson, second by Trustee Alexander, to approve the refund of the arcade license fees. Motion carried. 2. Consideration of change order for grading work in East Troy Business Park South (TID 4) Tim Lynch, Lynch & Associates, provided an overview of the presented options to complete the grading for TID 4 with the current construction project. He feels this is an opportunity to do the grading for the full plan while remaining within budget. By adding  EAST TROY VILLAGE BOARD MINUTES June 21, 2021 Page 2 of 3 this work to the current construction, it will cost less than doing this smaller part in the future. There would be no changes to the roadwork or utilities but allow for a more development ready TID. He pointed out that the borrowing for this project would cover the additional costs by utilizing some of the contingency funds and still allow for a smaller contingency fund if needed. He stated that doing the grading at this time would make the work easier and more cost effective. He also discussed the site work done to test the soils at the beginning of the project to rule out underlying ground issues. Motion by Trustee Johnson, second by Trustee Alexander, to proceed with the change in scope and grade the full area by including both Option 1 and Option 2. Motion carried. 3. Consideration of purchase of wheel loader DPW Equitz reviewed the cost of the wheel loader, the amounts received for the sale of two tractors, and proposed using surplus funds to pay for the wheel loader instead of financing the purchase. He has discussed with Administrator Suhm using several funds that have monies available for the bulk of the payment and using unassigned funds for the estimated balance of $4,000 to complete the purchase. He is continuing to search for a used snowblower attachment but may need to purchase that as new equipment. That purchase has been budgeted for he is authorized to spend up to $28,000 should he finds used equipment but would finance the purchase over 5 years if this needs to be purchased as new equipment. Motion by Trustee Johnson, second by Trustee Alexander, to proceed with purchase of the wheel loader. Motion carried. 4. Consideration of driveway replacement for 3063 Clayton Ave. DPW Equitz reviewed the history with the matching of this driveway during the construction of the 2020 Clayton/Bellview project. The driveway work did not match the existing driveway. DPW Equitz presented a proposal from a local contractor for pricing to correct this. This expense is not budgeted and will need to come from surplus funds. Motion by Trustee Alexander, second by Trustee Johnson, to replace the driveway at 3063 Clayton for $4,530.00. Motion carried. 5. Consider additional sidewalk area at 2919 Main Street DPW Equitz explained that the developer requested installing concrete from the sidewalk to the curb instead of including a grass terrace area to keep the area consistent with the Square and the north side of the street in this area. The cost for the change with the road construction contractor was $2,600 and developer proposed the work for $1,800 if the Village would be willing to reimburse the cost of the work. Discussion included ensuring that the sidewalk work would meet the Village specifications of 6 “ thick concrete and that this specification would be included in the contract for the work.  EAST TROY VILLAGE BOARD MINUTES June 21, 2021 Page 3 of 3 Motion by Trustee Johnson, second by Trustee Renucci, to auth DPW Equitz to proceed with the developer’s proposal with reimbursement subject to the contract including the clause to meet the Village specifications. Motion carried. Ordinances & Resolutions 1. Resolution 2021-17 Approving 2020 Compliance Maintenance Annual Report (CMAR) Motion by Trustee Johnson, second by Trustee Smalley, to approve Resolution 2021-17. Motion carried. Reports 1. Verbal update on Main Street/Square Project/Church Street (no packet materials) DPW Equitz reported that this week some sidewalk and curb will start going back in, restoration on the east end of Main Street continues, work on the main on Church Street began, Main Street will become more passible but is still a construction zone. There will be pink paint lines on the Square to show the layouts of new islands and traffic patterns. John Vilanj stated that the Cobblestone project is with the property owner and their attorney as they review the scaffolding proposal, Walworth County has requested a waiver from the property owner and the attorneys for all parties are in discussion on that point.
