EAST TROY VILLAGE BOARD MINUTES January 3, 2022 Page 1 of 2 Call Meeting to Order, Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Mary Nugent, Matt Johnson, Forty Renucci, Jason Smalley and Joe Wisnewski Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Attorney Geary, Clerk Alexander The following attended via Zoom: Trustee Smalley, DPW Equitz, Attorney Geary Citizen Participation John Merath, 3063 Clayton Avenue, has witnessed multiple vehicles not stopping at stop signs on the Square and suggested citations being issued to those not stopping. Consent Agenda 1. Approval Minutes –12/6/2021 Motion by Trustee Alexander, second by Trustee Johnson, to approve the 12/6/2021 minutes. Motion carried. Miscellaneous Business 1. Consideration of adopting face mask policy for the East Troy Municipal Airport in compliance with Executive Order 13998 Administrator Suhm explained the need for this policy for receiving federal grant funds. Motion by Trustee Alexander, second by Trustee Johnson, to approve the face mask policy for the airport. Motion carried 2. Consider approval to purchase Squad car Chief Swendrowski reviewed the squad car replacement plan and quote. He requested the funds be released for the purchase and clarified that the intended purchase will not be a hybrid squad car. Motion by Trustee Johnson, second by Trustee Alexander, to approve the purchase of the new squad car. Motion carried. 3. Development update/discussion related to TID 4 (East Troy Business Park & East Troy Business Park South) from Broker (no packet materials) Ray Gooden, Anderson Commercial, reviewed the history of working with the Village and the projects that have been brought to the Village in that time. He stated that the hope is to have value of $30 million by the end of 2022 and ground broken for these projects. He stated that they have not started development of the working on the second 80-acre parcel. It was confirmed that the north business park is still owned by MLG and there are empty parcels, with one under contract. Administrator Suhm stated that of the $30 million goal there is already $20 million under signed development agreements. Ordinances & Resolutions 1. Resolution 2022-01 – Resolution Approving Plan to Create the Tri-Troy Library Motion by Trustee Nugent, second by Trustee Johnson, to approve Resolution 2022-01. Motion carried. Draft Plan Commission Minutes – 12/13/2021 Closed session Motion by President Seager, second by Trustee Johnson, to adjourn to closed session pursuant to Wis. Stats. 19.85 (1)(e) for the purpose of conducting other specified public business, whenever competitive or bargaining reasons require a closed session (Offer to Purchase and Other Potential Developments in TID) and 19.85(1)(g) to confer with legal counsel for the governmental body who is rending oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved (Dam and impoundment area) and 19.85(1)(c) to consider employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility (Police Department Deputy Chief Position). Motion carried on a roll call vote: President Seager Y Trustee Alexander Y Trustee Johnson Y Trustee Nugent Y Trustee Renucci Y Trustee Smalley Y Trustee Wisniewski Y Reconvene in Open Session Possible action on closed session matters Motion by Trustee Renucci, second by Trustee Wisniewski, to reconvene in open session. Motion carried. Motion by Trustee Johnson, second by Trustee Alexander, to authorize the Village President to make a counteroffer to the offer to purchase. Motion carried. Adjourn Motion by President Seager, second by Trustee Johnson, to adjourn.
