EAST TROY VILLAGE BOARD MINUTES June 20, 2022 Page 1 of 5 Call Meeting to Order, Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Mary Nugent, Matt Johnson, Forty Renucci, Jason Smalley and Joe Wisnewski Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander Citizen Participation Pat Goldhammer – 83rd State Assembly Representative candidate introduced himself and explained that due to redistricting all of the Village of East Troy is now in the 83rd State Assembly District. Steve Roskowski, 2957 North Shore Dr., spoke about the of trash he has noticed at Playmore park, and that this situation has been discussed at the Parks & Recreation Board as well as the language and destructive behavior at Village parks. Ed Hinsberger, 2944 Union Street, discussed the recent Cycling Classic Bike Race sponsored by the East Troy Area Chamber of Commerce and expressed his displeasure with the event, the length of time of the road closure, the timeliness of notice of parking accommodations to resident along the race route, the disruptive cars honking, bikes riding on sidewalks, and the unresponsiveness of the Chamber. He requested the Chamber not be granted approval for this event in the future. He feels that a 12-hour road closure is excessive and has notified the Chamber Director of filing an ADA complaint and possible further legal action. Consent Agenda 1. Approval Minutes – 6/6/2022 2. Liquor Licenses - Consider approval of 2022-2023 Liquor Licenses for Class A & B Beer, per attached list 3. Consider Village Administrator’s request to carryover up to four vacation days 4. Consideration of donating the prior board room chairs (burgundy only) to East Troy Area Emergency Services District (no packet materials) 5. Consider approval of East Troy Lions Car Show Special Event and Temporary Class B Beer License, Saturday, October 1, 2022, from 6 am to 3 pm at Rossmiller Park (Amusement Park area, Grandstand/Center Field and Playmore Park field) for car show, food sales, vendors, beer, and raffles and closing off Graydon Ave. from Bellview Avenue to West Street. a. Contingent on receipt of insurance b. List of vendors to be provided one week prior to event 6. Amend conditional use to include outdoor events and a pavilion for property located at 2511 Main Street (RA270200001) LD's BBQ (Leon Davis, owner) (application 2022-17) 7. Motion carried. Trustee Smalley requested the spelling of his name be corrected in the June 6, 2022 minutes. Miscellaneous Business 1. Consideration of Library shared position with the East Troy Community School District Tami Bartoli, Library Director, explained that this proposal allows for a shared librarian position with the School District. The position would provide the School District a librarian for 20 hours per week during the school year and 9 hours per week as the public library youth librarian, with the potential for a few additional public library hours during the summer when school is not in session. If there is a move to a Tri-Troy Library the position may be able to be expanded. This position would be structured similar to the SRO (School Resource Officer) position. Motion by Trustee Johnson, second by Trustee Nugent, to approve the position and allow staff and Director Bartoli to make minor adjustments to contract upon response from the School District. Motion carried. 2. Update on status of Tri-Troy joint library approvals President Seager discussed status of the library and stated the plan is moving forward. Discussion included the financial work that Ehler’s is doing on the library plan and the impact on the budget and levy limits, Administrator Suhm is waiting for the approval from the Town of Troy and East Troy on engaging Ehler’s on the project, the timeline for the County budget to move this plan forward for 2023 and that staff is working with the budget schedule to meet any requirements from County. 3. Consideration of Village infrastructure options with Highway 20 project DPW Equitz explained that this project is in the design phase with the DOT. He and Engineer Tim Lynch are planning for the water main work that will be done during the project. It was pointed out that on Highway 20, between the railroad tracks and Highway 20 there is no water service, and this is not ideal for development and fire protection. This project offers a good time to add service here, provide redundancy in the system, and avoid needing to use easements. Discussion included rising costs of materials, fire protection needs, future development, current budgeting for this project, possible future cost sharing with developments, future median plantings focusing on draught resistant species, current supplies of fire hydrants, and options for funding this project through a Village loan to the water utility vs issuing debt. Consensus was to issue debt for the water utility and shift the $350,000 to other capital projects unless interest rates would provide an advantage to loan funds to the water utility. Discussion then focused on crosswalks and the pedestrian accommodations the DOT is planning and those the Village is responsible for. Currently there are crosswalks at Edwards Street and Brynes Street. The Brynes Street crosswalk has flashing lights and is still a concern due to poor visibility to traffic. The DOT project plans to decease the rise in the hill at that point, however, some hill will remain and there is still concern regarding visibility. The suggestion was to place flashing lights at the Edwards Street crosswalk, eliminate the Brynes  EAST TROY VILLAGE BOARD MINUTES June 20, 2022 Page 3 of 5 Street Crosswalk and install a new crosswalk with flashing lights at Sterling Circle. Consensus was to approve the suggested crosswalk locations. 4. 2023 Budget Review Session – Capital Projects Five-Year Plan Administrator Suhm reviewed her memo and requested direction on several points. She noted that Chief DeGaro has adjusted his capital projects and the future ladder truck replacement remains in the budget; the assumptions regarding the BIL project have been reduced to one project as a more realistic expectation; direction for the $350,000 reserve for streets; status of the sidewalk on Main Street from the intersection of Hwy 20 west to meet the existing sidewalk, the number and cost of proposed Park projects specifically plans for the impoundment area, bathrooms at Playmore Park, pavilion and play structure at Mill Pond Park and more and the possible opportunities for grant and/or donation funding of park projects. Consensus was to ask the Parks & Recreation Board to review their capital projects to reduce projects/costs and striving to maintain current facilities over implementing new projects. Discussion also included the impact of recent uptick in vandalism and graffiti in the parks and the resulting increase in funding for clean-up, repairs and or decreases in amenities. The Parks & Rec Boards was also directed to prioritize remaining capital projects and bring back to the Village Board for the July 18 meeting. Discussion included the limits and fluctuation of our levy, how priority of projects is determined, the park strategic planning takes in long-term financial and project planning/goals, staffing, and the plan to maintain the facilities the Village already has and make it better vs the development of additional facilities. Future street projects may include School Street and Edwards Street. The direction was that sidewalks and the multi-use paths on 120 are still a priority but not to incur debt for these projects and to seek grant funding. The future ladder truck (2025 delivery anticipated) and funding was discussed, and President Seager will bring this topic to the next Tri Troy Meeting to discuss with the Town of East Troy. Library projects will be further discussed after the next Tri Troy meeting as the implementation of a Tri-Troy Library would change plans. Water Utility discussed regarding issuing General Obligation Bonds for the 2023 water project and the option of revenue bonds. Direction to staff was to work with Ehlers as they prepare for their next presentation to the Board on August 1, 2022, and to strive to keep the general obligation debt below 50%. Resolution 2022-07 – Amended Final Resolution Levying Special Assessment for 2021 Street Project (amendment applies to three properties) a. Public Hearing b. Potential action by Village Board President Seager opened the public hearing at 7:51 pm. There were no comments. President Seager closed the public hearing at 7:52 pm Motion by Trustee Johnson, second by Trustee Smalley, to approve Resolution 2022-07. Motion carried. 2. Ord. 2022-07 - Amend the zoning code to establish a Central Business Transition (CBT) district and related matters (Application 2022-15) Motion by Trustee Johnson, second by Trustee Alexander, to approve Ordinance 2022-07. Motion carried. 3. Ord 2022-08 - Amend the zoning code to establish a Mixed Business/Light Industrial design overlay district and related matters (application 2022-16) Motion by Trustee Johnson, second by Trustee Smalley, to approve Ordinance 2022-08. Motion carried. 4. Resolution 2022-11 – Intent to not accept donations for election administration Motion by Trustee Alexander, second by Trustee Smalley, to approve Resolution 2022-011. Park Issues Report from Chief of Police – Chief Swendrowski discussed the amount vandalism and graffiti being experienced in the Village, especially in the park areas such as the dugouts and skate park. He discussed using donation funds for security cameras and signage to notice that there is security there and violators will be prosecuted to hold those responsible accountable. Trustee Wisnewski stated this is also a growing problem at Booth Lake Memorial Park. Damage to Village property is punishable and all Village parks close at dusk. Discussion included options and solutions as the security problems divert funding from other uses. Adjourn Motion by Trustee Johnson, second by Trustee Alexander, to adjourn.
