EAST TROY VILLAGE BOARD MINUTES February 6, 2023 Page 1 of 3 Call Meeting to Order; Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: President Seager called the meeting to order at 6:30 p.m. Present: President Scott Seager, Trustees John Alexander, Mary Nugent, Matt Johnson, Forty Renucci, Jason Smalley Excused: Trustee Joe Wisnewski Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander Citizen Participation No citizen participation. Consent Agenda 1. Approval Minutes – 1/16/2023 2. 2023 Budget Amendments to wage and benefits accounts 3. Consider donation of used equipment to East Troy Area Fire Department It was clarified that there were no wages for the Code Compliance position in the budget amendments as those charges are now included in professional services. Motion by Trustee Smalley, second by Trustee Nugent, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consideration of joint purchase of crack filling machine with Town of Troy and Town of East Troy DPW Equitz explained that if this agreement is approved there will be an agreement to share costs of maintenance and storage. Motion by Trustee Alexander, second by Trustee Smalley, to approve the joint purchase of a crack filling machine with the Town of East Tory. Motion carried. 2. Highway 20 Project a. Consideration of Town of East Troy IGA for cemetery sidewalk along Highway 20 Motion by Trustee Johnson, second by Trustee Alexander, to approve the IGA with the Town of East Troy. Motion carried. b. Update regarding tree removal Trustee Johnson updated the Board on his meeting with the DOT regarding the trees along North Street. The DOT will begin cutting the trees along North Street this week. This is due to the plan to decrease the grade of the hill at Byrnes Street, potential root damage from the road work and safety issues. The DOT has offered some compensation to the Village for the loss of the trees adjacent to Frontage Road, however not for the loss of the trees in the medians. Once the project is complete the Village can consider replanting with better tree species along Frontage Road however the DOT is discouraging planting trees in any medians due to safety. DPW has sent letters to residents in this area to inform them of this work.  EAST TROY VILLAGE BOARD MINUTES February 6, 2023 Page 2 of 3 The 2024 Phase II of this project will address the area east of the intersection of Hwy ES and Hwy 20, including signage and the Welcome Sign. Also discussed potential changes to airport access from Hwy. 20 in the Phase II of this project. DPW Equitz stated that the wayfinding signage will mostly be installed this spring, however some signage may be impacted by the DOT restrictions. 3. Consideration of Multiuse trail phase II funding grant proposal Tim Lynch, Lynch & Associates, explained that the TAP grant is an 80/20 grant and focused more on design and the stewardship grant is a 50/50 grant. He recommended applying for both grants. These would be for the multi-use trail along Hwy 120. Applying for the grants now would still allow for future design flexibility. Motion by Trustee Johnson, second by Trustee Alexander, to approve the grant quotes for both grants and for this to be paid from fund balance. Motion carried. 4. Salt Shed DPW Equitz explained that he was looking for support from the Board of the idea to build a salt shed for the Village. We have an agreement with Walworth County to pick-up salt from the County shed on Hwy L but there has been some discussion on changes to how they would like to see this utilized. A salt shed would allow for more efficient plowing operations as it would provide a safe location to store any unused salt by off-loading it out of the trucks after a snow event for future use. Leaving salt in the trucks promotes corrosion. The short-term solution is to provide base weights of the trucks to work with the County’s accounting of the salt usage. DPW Equitz is proposing a simple salt shed for storage and to work with County to reach a more formal agreement on the use of the Hwy. L salt shed to obtain salt. He would plan to locate this near the wastewater treatment plant to provide a close and efficient location for the crew. Direction was to research cost and look at this for a potential CIP for 2024. 5. Update/Direction to staff regarding pursuing grant funding for design and engineering of bike trail (East Troy to Mukwonago) Administrator Suhm stated that she has been discussing the possibility of applying for a feasibility grant for design and engineering of the trail. This can be done at this early stage without agreements from all parties. She stated now that she may need to delay this while receiving more information and estimated costs. Ordinances & Resolutions 1. Ordinance 2023-01 Creating a Code of Ethics Motion by Trustee Johnson, second by Trustee Alexander, to approve Ord. 2023-01 Creating a Code of Ethics for the Village. Stats. tats. 19.85(1)(e) for the purpose of conducting other specified public business, whenever competitive or bargaining reasons require a closed session (Cell Tower Lease and TID Developments).
