Roll Call: President Seager called the meeting to order at 6:38 p.m. Present: President Seager, Trustees John Alexander, Matt Johnson, Mary Nugent, Forty Renucci, and Joe Wisnewski Excused: Jason Smalley Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander, Attorney Geary Trustee Johnson read a Proclamation recognizing President Seager’s Service President Seager thanked the community for allowing him to serve and lead the Village Board and staff. Citizen Participation No citizen participation. Consent Agenda 1. Approval Minutes – 4/3/2023 2. Consideration of Class A Liquor/Beer license for Hansen’s IGA Inc, dba Hansen’s IGA, located at 3238 Main St, Richard Kieffer, Agent for the period of 4/24/2023 to 6/30/2023. (no packet materials) 3. Consider approval of Assignment of Hangar Lease for Hangar H-2 from LAPS, LLC to Family Ventures of Wisconsin, LLC 4. Consider approval of Permits for East Troy Lions Club 4th of July Celebration from June 30 to July 2, 2023: a. Consider approval of Temporary Class B license for East Troy Railroad 2023 Special Dinner Trains – per list – 15 dates for Beer and 2 dates for Beer/Wine 8. Consider approval of Liquor License Premises Extension for LD’s BBQ for 12 days (June 6, 13, 20, 27 and 7/11, 18, 25 and 8/1, 8, 15, 22, 29) for Bike Night Events (counter service will continue to be inside building, requesting open intoxicants allowed outside in designated area). Motion by Trustee Alexander, second by Trustee Johnson, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consider renewal of Food Pantry Lease Trustee Johnson asked if we could not charge for the lease. Motion by Trustee Johnson, second by Trustee Alexander, to approve the lease renewal as written pending, changing the lease amount to zero. Motion carried. 2. Update on IGA with Town of East Troy for Highway 20 sidewalk DPW Equitz stated that the DOT has notified the Village that they have received communication from the cemetery group stating their opposition to the installation of the sidewalk on Highway 20. He also stated that should the Town of East Troy change their sidewalk maintenance ordinance the maintenance of the sidewalk will become the responsibility of the Village. There has been an offer by a local business to clear the sidewalk of snow at no charge as long as business exists. While this is a very generous offer should this arrangement ever end, the sidewalk would become the responsibility of the Village. President Seager reviewed the initiative to provide safe sidewalks for our residents and that there is a major retail establishment (Kwik Trip) that would be connected by this sidewalk, and this is seen as a safety and walkability issue for Village residents even if the Village does ultimately become responsible for the maintenance and snow removal of this sidewalk. DPW Equitz confirmed that the DOT plans show that Hwy 20 will be narrower to allow for the sidewalk and to retain the large tree at the cemetery. The design appears to include about a 5’ terrace and 5’ sidewalk along the cemetery. The IGA is required by the Town and the State. Motion by Trustee Alexander, second by Trustee Johnson, to approve the IGA with the Town of East Troy, Motion carried. 3. Update on Police Department Squad Cars Chief Swendrowski explained that the Village has lost 2 squads due to accidents in the last month. They have received the first replacement squad and are waiting for the equipment to complete the set-up. When he picked up that squad, the dealership stated they had additional squads still available, and he placed one on hold. The second damaged squad was scheduled to be replaced this year so he will use this squad as that replacement and should receive the new squad later this week. Administrator Suhm has been in contact with our insurance carrier and was assured that these accidents should not affect our  EAST TROY VILLAGE BOARD MINUTES April 17, 2023 Page 3 of 4 rates more than anyone else in our insurance pool although it may affect the dividends beyond the guaranteed dividend for the first three years. Ordinances & Resolutions 1. Ordinance 2023-05 - Proposed amendment of the Village's comprehensive plan by changing the land use classification of a part of Tax Parcel RXUP 00202; Kiwanis Heritage Inc, applicant (application 2023-03) from 4/3/23 meeting a. Public Hearing Motion by Trustee Alexander, second by Trustee Renucci, to accept the withdrawal of the application. Motion carried. Motion by Trustee Alexander, second by Trustee Renucci, to cancel the public hearing. Motion carried. b. Possible Action 2. Resolution 2023-05 Adopting Natural Hazards Mitigation Plan from 4/3/23 meeting a. Public Hearing President Seager stated that the public hearing was still open from last meeting. Trustee Alexander discussed his concerns with the format of the submitted plan. Lt Rowland, Walworth County Emergency Government, stated that this plan is a county wide plan, not a specific plan for each community. Each community can take this plan and make it specific to them as it states the broad goals and each community can then detail steps to reach that goal, select the goals to address and select the priority of those goals. Also with the plan in place it allows the possibility of submitting grant applications for applicable projects. Discussion included the differences in County plans and community plans, hazard mitigation and emergency operations plans, the types of concerns each community addresses with their plans for continuity of operations, and that this County Plan is an overall umbrella of objectives to mitigate hazards. Trustee Renucci expressed his desire to see the Village more reliant on itself in the event of a disaster. President Seager stated that this Hazard Mitigation Plan is a template that we can use during assessments for the Village specifically and how it is applicable to Village. Discussion walked through the tiered approach to disaster assistance in that should an emergency happen at the local level once the local community is overwhelmed and declares a disaster, then the County resources are brought in and should the County be overwhelmed and declare a disaster then the State resources are accessed and should the State be overwhelmed and declare a disaster then it advances to FEMA involvement. This way local communities do not need all the answers but can rely on these steps for assistance. Lt. Rowland explained that there are no timeframes or penalties associated with adopting the Plan and the Plan is renewed every five years. The Plan is a guideline and communities have full authority to design and/or implement actions within their timeframes and set their own priorities. The Board thanked Lt. Rowland for coming and his clarifications. President Seager closed the public hearing at 7:19 pm. b. Potential revisions to the zoning regulations with regard to attached garaged and detached accessory buildings in residential zoning districts President Seager reviewed the proposed changes to the draft Ordinance to allow for larger attached garages.
