EAST TROY VILLAGE BOARD MINUTES March 4, 2024 Page 1 of 2 Call Meeting to Order; Pledge of Allegiance Clerk Alexander verified the meeting was posted according to law. Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees John Alexander, Jim Holm, Mary Nugent, Fortune Renucci, Jason Smalley, and Joe Wisnewski Others: Chief Swendrowski, DPW Director Equitz, Administrator Suhm, Clerk Alexander Citizen Participation Jan Rostkowski, 2959 North Shore Dr., discussed property ownership along Honey Creek. Consent Agenda 1. Approval Minutes – 2/19/2024 2. Consider approval of Parade Application for American Legion Post 188 for Veterans Service, Village Square Park, May 27, 2024, from 10 am to noon, from Beulah Ave. to the Village Square. They request all fees be waived for the permit and use of sound system. 3. Consider first amendment to property maintenance and reimbursement agreement with Overlook Ridge 4. Consider approval of 2024 Agreement with East Troy Youth Baseball/Softball for use of ball fields 5. Consider application for Sidewalk Dining from East Troy House for 2024 Motion by Trustee Alexander, second by Trustee Smalley, to approve the consent agenda. Motion carried. Miscellaneous Business 1. Consider approval of Letter of Intent for Kwik Trip’s application to Wisconsin’s Electric Vehicle Infrastructure Program. President Johnson provided background on communication with Kwik Trip regarding installing. Motion by Trustee Alexander, second by Trustee Nugent, to approve the letter of Intent for Wisconsin’s Electric Vehicle Infrastructure Program on behalf of Kwik Trip. Motion carried. 2. Consideration of Multi-Use Trail Grant provisions with DNR Stewardship Grant DPW Equitz discussed that there is an update expected and may need to receive direction from the Board by Friday if alternate options for funding are confirmed pending communication with state agencies. Public Works Director Report Q2, Q3, & Q4 2023 Closed session Motion by President Johnson, second by Trustee Alexander, to adjourn to closed session pursuant to Wis. Stats. 19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting of other specified public business, EAST TROY VILLAGE BOARD MINUTES March 4, 2024 Page 2 of 2 whenever competitive or bargaining reasons require a closed session (offers to purchase property). Motion carried on at roll call vote: President Johnson Y Trustee Alexander Y Trustee Holm Y Trustee Nugent Y Trustee Renucci Y Trustee Smalley Y Trustee Wisniewski Y Reconvene in Open Session Motion by Trustee Alexander, second by Trustee Smalley, to approve proposal from Sigma Engineering, for up to $17,400 for Phase 2 environmental work at 2711 Main Street with funds to be taken from fund balance if not reimbursable through TID development. Motion carried. Adjourn Motion by President Johnson, second by Trustee Smally, to adjourn. Motion carried at 6:57 pm.
