EAST TROY VILLAGE BOARD MINUTES January 19, 2026 Page 1 of 3 Call Meeting to Order; Pledge of Allegiance Clerk Smith verified the meeting was posted according to law. Roll Call: President Johnson called the meeting to order at 6:30 p.m. Present: President Johnson, Trustees Bryan Harding, Dan Moody, Mary Nugent, Scott Seager, and Joe Wisniewski Excused: Jim Holm Others: Chief Swendrowski, Administrator Suhm, DPW Director Equitz, Clerk Smith Citizen Participation none Consent Agenda (One motion and second will approve all of the following items. Any item may be pulled from the list and voted on separately.) 1. Approval Minutes – 1/5/26 2. Consider appointment of election inspectors, Robert and Patricia Billimack (no packet materials) 3. Consider approval of conditional use for outdoor storage and wholesaling related to the construction of a new industrial building for property located on the northeast corner of Corporate Circle and Executive Drive bearing Tax Parcel No. RA470400001, MFT East Troy LLC applicant, Frederick D. Carlson (i-design) agent (application 2025-28). Motion by Trustee Nugent, second by Trustee Seager, to approve the consent agenda as presented. Motion carried. Miscellaneous Business 1. Discussion regarding the Tri-Troy Bucket Truck (no packet materials) DPW Director Jason Equitz provided the board with an update on the bucket truck that is jointly owned with the Town of East Troy and the Town of Troy. The truck has had some maintenance issues and was recently taken in for inspection, but now there is approximately $5,000 in additional repairs that must be done. The Village has used the truck to put up holiday decorations and to take down trees throughout the Village, but it has become unreliable. The estimated cost to purchase a newer used truck is about $150,000. The Town of Troy discussed the bucket truck at their last board meeting, and the topic will be discussed by the joint boards at the Tri-Troy meeting on January 27. Trustee Seager asked if the Village could contract to put up decorations with some of the local businesses or tree service businesses. Trustee Wisniewski asked what the run time is on the truck, to which Mr. Equitz said when it was purchased, it had 150,000 miles on it. The matter will be discussed further at the January 27 meeting. Ordinances & Resolutions 1. Ord. 2026-01 Creating section 15-3(1) related to Special Meetings of the Plan Commission Motion by Trustee Seager, second by Trustee Harding, to approve Ordinance 2026-01. Ord. 2026-02 Repealing Chapter 185 related to Amusement Devices and Arcades Motion by Trustee Seager, second by Trustee Wisniewski, to approve Ordinance 2026-02. Motion carried. 3. Ord. 2026-03 Creating Article VI of Chapter 423 related to Sidewalk Cafe Permits in the Downtown Design District Motion by Trustee Nugent, second by Trustee Seager, to approve Ordinance 2026-03. Motion carried. 4. Res. 2026-01 Amending 2025 Budget for General Operations and Capital Projects Motion by Trustee Seager, second by Trustee Nugent, to approve Resolution 2026-01. Motion carried. Staff Reports 1. Police Department – 2025 4th Quarter Report- Chief Swendrowski noted that in his 2025 report, the total number of reported crimes in specific categories is submitted annually to the State and FBI. 2. December Financial Reports a. December Financial Report b. Variance Report c. Airport Financial Report 3. Phosphorus Optimization Progress Report- Tom Pluess spoke briefly on this. 4. Airport Managers 4th Quarter Report Committee Reports 1. Plan Commission Draft Minutes – 1/12/26 2. Airport Advisory Committee Minutes – 12/8/25 3. CDA Meeting Minutes – July through December 2025 The Board reviewed reports as listed on the agenda. Closed session Motion by President Johnson, second by Trustee Seager, to go into closed session pursuant to Wis. Stats. 19.85 (1)(e) to discuss Village’s bargaining postures and negotiations strategies with respect to collective bargaining with East Troy Professional Police Association. Motion carried on a roll call vote at 6:50 pm.
