Call Meeting to Order; Pledge of Allegiance
Roll Call:
Chairperson Jerry Arntson called the meeting to order at 6:00 p.m.
Present: Village of East Troy –President Johnson, Trustees Daniel Moody, Jim Holm, Mary Nugent, Bryan
Harding, Scott Seager, and Joe Wisniewski.
Town of East Troy – Chairman Joe Jones and Supervisors Barbara Church, and Michele Reyes,
and Brian Johnson.
Town of Troy - Chairman Jerry Arntson, Supervisors Megan McNamara, and Thomas Lorden
Excused: Supervisor Ty Leonard
Others: Village of East Troy Administrator/Treasurer Eileen Suhm, and Village of East Troy Clerk Dannett
Smith, and Town of Troy Clerk-Treasurer Michael Ramps. (see the attached attendance register)
Citizen Participation/Public Comment
None.
Miscellaneous Business
1. Town of Troy Fire and Rescue and Consolidation Study Report – Verbal update from Troy Center and
ETAESD Fire Chiefs on implementation and Key Performance Indicators (KPIs)
a. Chairman Arntson listed the KPI recommended by the recent Town of Troy Fire and Rescue and
Consolidation Study Report.
b. Firstly, focused on Troy Center Fire Department and the ETAESD having one shared training officer and
cross-agency training opportunities available. TCFD Chief Tim Cooper reported that no progress has
been made to develop any cross-agency training opportunities or integrate cross-agency training
officers. TCFD Chief Tim Cooper reported that ETAESD has begun training multiple times per month to
accommodate training more members.
c. Secondly integrating a cross-agency Standard Operating Procedures Manual. TCFD Chief Tim Cooper
reported that no progress on this item has occurred to date.
d. Thirdly, integrating opportunities for joint fire inspection operations between ETAESD and TCFD. TCFD
Chief Tim Cooper reported that this is not occurring at this time.
2. Library Architectural Planning Update
a. See the attached letter from East Troy Lions Public Library Director Tami Bartoli. Trustee Nugent
provided some highlights including the architectural firm has completed plan, next step is to develop
an operational budget. Other issues are fundraising, and naming rights. The goal is to develop a
comprehensive plan to present to the village board.
b. Joe Jones presented update on the required legislative changes to allow municipal funding changes for
the joint library project. No progress in this session, it will be possible to be revived in the next session.
3. Tri-Troy Owned Bucket Truck – Discussion and Possible Action
a. Chairman Arntson presented the recent issues with the escalating repair costs of the bucket truck that
is shared by the three municipalities. Chairman Jones suggested some alternatives to the bucket truck
for common applications. The consensus of the joint boards is for each municipality to take up the
issue at their next monthly meeting and make a recommendation on how to proceed with regards to

the current repair bill and ultimate disposition of the bucket truck per the intergovernmental
agreement.
4. Walworth County Proposal for four-way stop on CTH ES at Townline Road
a. Per Walworth County Public Works Director Rich, Hough – The County Highway Department is
considering a four-way stop on CTH ES and Townline Road. Before proceeding, the County will change
the speed limit, add a stop bar for northbound traffic in the spring and conduct a speed study. Safety
data clearly demonstrates that 75% of all accidents are due to failure to yield to CTH ES traffic from
Townline Rd. We are concerned that a four-way stop may cause traffic congestion during school hours
as eastbound traffic turns north towards the school; however, this is common at schools.
b. Recommended that this topic be added to monthly meeting agendas.
5. Future Agenda Items
a. Update from Troy Center and ETAESD Fire Chiefs on implementation and Key Performance Indicators (KPIs).
b. Update to the Library Architectural Planning.
6. Next Meeting
a. May 12, 2026 – Joe Jones to preside.
