Rescheduled Meeting - Virtual
July13, 2020
The Elizabethtown Town Council met for its rescheduled meeting on Monday, July 13, 2020 at
7:00 p.m. via Zoom. Those present were Mayor Sylvia Campbell, Mayor Pro Tem Rufus Lloyd
(Council Room), Council Members Herman Lewis (Municipal Building), Howell Clark Jr.,
Paula Greene, Ricky Leinwand (Municipal Building), Rich Glenn, Town Manager Eddie
Madden and Town Attorney Goldston Womble. Department Heads joining the zoom meeting
included Fire Chief Nick West, Police Chief Tony Parrish, Planner I Woody Horton, Public
Services Director Hugh Bledsoe, Town Clerk Juanita Hester, Cameron West, Code Enforcement,
Meredith Merritt, Accountant, and Director of Communications & Marketing Terri Dennison.
Representatives from the Press joining via zoom included Emily Williams and Joy Warren.
Mayor Sylvia Campbell opened the meeting and welcomed everyone, then called upon Mayor
Pro Tem Rufus Lloyd to give the invocation. Mayor Campbell then made a roll call. A motion
was made by Council Member Herman Lewis, seconded by Council Member Ricky Leinwand,
to approve the Agenda as presented (Unanimous).
Item #2.1: Approval of Previous Minutes
Council Member Howell Clark Jr. made a motion to approve with a correction of Agenda Item
#8, line #3, on the June 1, 2020 Regular Meeting Minutes, seconded by Mayor Pro Tem Rufus
Lloyd, to approve June 1, 2020 Regular Meeting; June 3, 2020 Recessed Meeting; and June 29,
2020 Special Called Meeting - Virtual Minutes (Unanimous).
Item #3.1: Monthly Project Updates
Town Manager Eddie Madden noted that the biggest item being worked on is Greene’s Lake
Conservation Park. The driveway and parking lot work is out for bid and will be on the August
Town Council agenda. Fire Department is waiting for final item from Golden Leaf, a payment
request was sent three weeks ago.
Item #4.1: Resolution #R-2020-14 – To Authorize New Signatures on Town of Elizabethtown
Bank Accounts
Council Member Rich Glenn, seconded by Council Member Herman Lewis, moved to approve
Resolution #R-2020-14 (Unanimous). This resolution authorizes New Finance Director Sharon
Penny to take the necessary steps in order to have her signature placed on the Town of
Elizabethtown’s bank accounts. Copy attached and incorporated herein by reference.
Item #4.2: Resolution #R-2020-15 – Authorizing the Advertisement for Sealed Bids for Sale of
Certain Property – 420 Martin Luther King
Town Manager Eddie Madden noted the Town has spent a total of $31, 904.65 at this site. The
tax value is $25,600. Council Member Howell Clark Jr., seconded by Council Member Ricky
Leinwand, moved to Declare Surplus Property for Sealed Bid Process at 420 Martin Luther King
(Unanimous). Council Member Howell Clark Jr., seconded by Council Member Herman Lewis,
moved to approve the minimum bid at $25,600.00 for the Sealed Bid advertisement
(Unanimous). Copy attached and incorporated herein by reference.
Item #5.1: Potential Black & Brown Business Expo at Cape Fear Farmer’s Market
This item was removed from the July 13, 2020 Rescheduled Town Council Meeting by way of
Supplemental Agenda.
Item #5.2: Utility Write-Off’s
Council Member Howell Clark Jr., seconded by Council Member Herman Lewis, moved to
approve the Utility Write-Off’s (Unanimous). Copy attached and incorporated herein by
reference.
Item #5.3: Award of Professional Engineering and Planning Services for Curtis L. Brown Jr.
Field
Council Member Rich Glenn, seconded by Council Member Howell Clark Jr., moved to approve
the Award of Professional Engineering and Planning Services for Curtis L. Brown Jr. Field to W.
K. Dickson & Co., Inc. (Unanimous).
Item # 5.4: Proposal from DeVane Builders for Bathroom Facilities at Greene’s Lake and
Conservation Park
Council Member Howell Clark Jr., seconded by Council Member Paula Greene, moved to
approve the proposal from DeVane Builders for Bathroom Facilities at Greene’s Lake and
Conservation Park (Unanimous). Copy attached and incorporated herein by reference.
Item #5.5: Monthly Financial Report
Accountant Meredith Merritt stated at the end of the fiscal year, the General Fund budget was 6.7
million, received $1,565,756 in the water fund, taxes 97.5%, the total revenue received for the
two funds combined was 83.8% of budget. Expenditures as of June 30, 2020, general fund
$1,561,597, the combined funds 82%, $167,334 to the good. Council Member Howell Clark Jr.,
seconded by Council Member Rich Glenn, moved to approve Monthly Financial Report as
presented (Unanimous). Copy attached and incorporated herein by reference.
Item #6.1: “Briefly”
Town Manager noted that the agenda preparation has changed; we are moving to a platform
called Granicus. Information will be provided on the Peak Agenda process for an ipad or
computer.
Planning Board will not be meeting on July 13, 2020.
White Lake Water Festival and Concerts have been cancelled.
Recycling Center at W. Swanzy Street has been closed and the dumpsters removed. The site was
being used by the public for household trash, causing a full-time job for Public Services
employees to clean-up every workday.

virtual meeting.
With no further business to discuss, Council Member Rich Glenn, seconded by Council Member
Herman Lewis, moved to adjourn (Unanimous).
