August 3, 2020, 7 p.m., Town Council Meeting - Virtual (Zoom Meeting). Members of
the public may join the meeting through Zoom from computer, smart phone or dial-in.
Special Zoom Meeting instrnctions are attached and posted on the Town's web page at
www.elizabethtownnc.org.
1. OPENING, CALL TO ORDER AND ROLL CALL
1.1 Opening, Call To Order and Roll Call
Mayor Sylvia Campbell will call the meeting to order and call upon Mayor Pro Tern Rufus
Lloyd to give the invocation. Then a Roll Call will be made.
2. APPROVAL OF PREVIOUS MINUTES/AGENDA APPROVAL
2.1 Approval of Previous Minutes/Agenda Approval
Council is requested to approve the meeting minutes as presented and adopt the agenda.

4. PUBLIC HEARING

4.1 Public Hearing - Application for Community Development Block Grant (CDBG) -
Neighborhood Revitalization
Council is requested to follow the Public Hearing procedure below:
HEARING PROCEDURE:
a) Open the hearing and call upon The Adams Company representative to present the
information;
b) Solicit for any written comments received from the public since this is a Virtual Meeting;
and
c) Close the hearing.
No action will be required this evening since this hearing is the first oftwo required public
hearings.

5.4 Unpaid Fiscal Years' Tax Collection Report and Order
Council is requested to adopt the presented order directing Tax Collector Beverly Robinson
to collect the taxes as charged and consider accepting the unpaid tax report as presented.

5.5 "Pork and Beats" Festival - November 6 and 7, 2020
The committee has slated the "Pork and Beats" Festival to take place at the Cape Fear
Farmer's Market on Friday, November 6 and Saturday, November 7, 2020. Given the
Governor's current Executive Order restricting large gatherings and the uncertainty of the
future ability to hold large events, the Council is requested to determine if the Festival will be
cancelled for 2020.
5.6 Set September Council Meeting Date
Council is requested to set the September Town Council Meeting date since Labor Day
Holiday falls on the regular meeting date. Suggested meeting dates are either Tuesday,
September 8th or Monday, September 14th.
5.7 Monthly Financial Report
Council is requested to approve the Monthly Financial Report.

6. OTHER BUSINESS
6.1 "Briefly": (Reminders and announcements are made at this time). Mayor Campbell may call
upon Town Manager Eddie Madden for a formal report.

7. OPEN FORUM
7.1 Open Fornm
Three (3) Minutes Per Citizen.... Should State Name/Address.
With this being a Virtual Meeting, written comments may be made by submitting the
comments to Town Clerk Juanita Hester either by email: jhester@elizabethtownnc.org or
by depositing the written comments in an envelope appropriately marked and placed in the
Town's Drive-through Drop-Box. Comments for the Public Hearing may be submitted at
any time between the Notice ofPublic Hearing and 24 hours after the public hearing.
8. CLOSED SESSION
8.1 Closed Session
Council is requested to make a motion and second to enter into Closed Session in accordance
with NCGS 143-318.1 l(a)(3) - Attorney-Client Privilege and NCGS 143-318. l l(a)(S) - Real
Estate.

In accordance with the N.C. Governor's Executive Order, this is notice to the public that the
Town of Elizabethtown's regular August 3, 2020, 7 p.m., Town Council meeting will be a
Virtual Meeting. The virtual meeting will allow the Mayor and Council Members to conduct the
important business of municipal government while protecting the health and safety of the council
members, the public and town staff.
For the August 3, 2020 Town Council meeting, the meeting time will be 7:00 p.m., and there will
be no Noon Work Session. Members of the public may join the meeting through Zoom from

Regarding public comments for the Virtual August 3, 2020 Town Council meeting for either the
Open Forum section of the agenda or the scheduled Public Hearing section [Application for
Community Development Block Grant (CDBG)- Neighborhood Revitalization], written
comments may be addressed to Town Clerk Juanita Hester either by email:
ihester@elizabethtownnc.org or by including the written comments in an envelope addressed to
the Town Clerk and leaving the envelope in the Town's Drive-through Drop-Box at 805 W.
Broad Street. Written comments for the Public Hearing may be submitted at any time between
the Notice of Public Hearing and 24 hours after the public hearing. Town Council will not be
able to take action on the public hearing matter immediately following the public hearing. This
8/3/2020 Public Hearing is one of two required Public Hearings for the CDBG Application.
