I. CALL TO ORDER
Catherine Wines called the meeting to order at 4:33 p.m.
II. ROLL CALL

discussion of those comments. No action may be taken upon a matter raised under this

There were no public comments.
V. APPROVAL OF MINUTES
V.A. August 2, 2023 Regular Session
September 6, 2023 No Quorum
** A motion was made by Member Simons, seconded by Member Lester to approve the
minutes for August 2, 2023.
The motion passed unanimously. (3-0)

VI. UNFINISHED BUSINESS
VI.A. Review, discussion, and possible action on the Power/Signal Project, and matters
related thereto. FOR POSSIBLE ACTION
Catherine Wines noted the minutes said Scott would reach out to NV Energy.
Bob Thibault said Scott had not heard back from NV Energy yet. He had no updates.
VI.B. Review, discussion, and possible action concerning the 2026 Sestercentennial Art
Project, and matters related thereto. FOR POSSIBLE ACTION
Catherine Wines said since we last met, in the minutes it says she would call America 250 to see if
we can use their logo. She did and spoke to a nice guy. Nevada needs to be onboard before they
could give permission to anyone in Nevada to use it. He has reached out to someone and he was
told "as soon as legislature is over." Travel Nevada is on board with our project and can be called
a sponsor. What should we do about the kids stuff.
Mandy Simons answered she was thinking more in the spring we could have fundraisers at the
schools. She has looked at what they could hand out to kids that bring donations and found some
silicone bracelets that are pretty cheap.
Catherine Wines agreed it is hard to ask for money before Christmas. We may have a logo to use
by spring.
VI.C. Review, discussion, and possible action concerning the Mayor Arts Awards, and
matters related thereto. FOR POSSIBLE ACTION
Catherine Wines said we put out for nominations. We need to decide when we want to do this. We
could have a meeting on November 1st or have it in December.
After considerable discussion with the board, it was decided they would choose the winners on
November 1st and do the ceremony on November 8th.
** A motion was made by Member Simons, seconded by Member Lester to have the
Mayor's Arts Awards on November 8, 2023, with a back-up date of December 6, 2023 if the
first date doesn't work out.
The motion passed unanimously. (3-0)
VI.D. Review, discussion, and possible action of the Arts Brochure and Map, and matters
related thereto. FOR POSSIBLE ACTION
Mandy Simons said she just asked for a quote on the brochures.

Catherine Wines reported she had talked to NGM regarding a grant. Her niece had to do a project
for college. She fixed three murals before she went back to school. There are three more that need
some work. These are not forever. The Elko Art Foundation is planning on doing more murals
soon.

November 1, 2023 at 4:30 p.m.

Catherine Wines said there is a ton of stuff going on in October.
Mandy Simons mentioned Poe and Pints was having their dress rehursal tonight.
Catherine Wines said that sold out in an hour.
Mandy Simons said they are doing a play at the high school.
CatherineWines added Great Basin Theatre has recorded a scene that will be part of their show.
There being no further business, the meeting was adjourned at 4:58 p.m.
