CALL TO ORDER The Agenda for this meeting of the City of Elko City Council has been properly posted for this date and time in accordance with NRS requirements. II. ROLL CALL III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC Pursuant to N.R.S. 241, this time is devoted to comments by the public, if any, and discussion of those comments. No action may be taken upon a matter raised under this item on the agenda until the matter itself has been specifically included on a successive agenda and identified as an item for possible action. ACTION WILL NOT BE TAKEN V. CONSENT AGENDA A. Approval of Minutes for the May 27, 2025, Regular Session. FOR POSSIBLE ACTION B. Review, consideration, and possible designation of the Civil Engineer as the Flood Plain Administrator and the Assistant City Manager as the acting Flood Plain Administrator in the absence of the Civil Engineer, and matters related thereto. FOR POSSIBLE ACTION Chapter 3 Section 8-4 requires the designation of staff members for the administration of the Flood Plain Ordinance by granting or denying floodplain development permits in accordance with the provisions of the ordinance. SAW VI. PERSONNEL A. Interviews with finalists for the Elko Police Chief Appointed Official Position, discussion of interview results, and possible selection of the top candidate, including possible authorization to City Manager to present a formal job offer, and matters related thereto. FOR POSSIBLE ACTION June 10, 2025 Elko City Council Agenda Page 2 of 5 Background Information: On May 23, 2025, initial interviews for the Elko Police Chief position were conducted by a review committee consisting of the HR Director, Current Elko Police Chief, and Councilperson Clair Morris. Then on June 3, 2025, 2nd interviews of the top three (3) candidates were conducted by a committee consisting of the HR Director, Mayor Keener, District Attorney Tyler Ingram, and the City Manager. The top two (2) finalists now move on to the final interview and selection process with the City Council. After the candidate interviews the City Council will have the opportunity to authorize the City Manager to present a formal job offer to the successful candidate. SS VII. APPROPRIATION A. Review and possible approval of Warrants, Hand Cut Checks and matters related thereto. FOR POSSIBLE ACTION B. Review, consideration, and possible award or rejection of bids for Public Works Project EL-2025- 316; the 2025 Micro Slurry Project, and matters related thereto. FOR POSSIBLE ACTION Council approved solicitation for the Micro Slurry Project at its meeting on April 22, 2025. Three bids were submitted and reviewed by city staff. The bids received ranged in value from $0.00 - $1,037,211.00. The low bid was deemed unresponsive. The other two bids were deemed responsive. The lowest responsive bid was $874,007.00. Staff is recommending that the Council award the contract to Sierra Nevada Construction, as the lowest responsive bidder, for $874,007.00. PA VIII. NEW BUSINESS A. Review, discussion and authorization to solicit bids from qualified vendors to provide the custodial services at the Elko Regional Airport Terminal and matters related thereto. FOR POSSIBLE ACTION. Per the current custodial contract, the 3-year limit has been reached and requires staff to solicit bids for a new contract. The contract provides all janitorial services to the Terminal Building, Snow Removal Equipment Building and the IT Building. Once bids are received and awarded, the contract will be brought back to the council for approval. JF B. Review, consideration, and possible designation of Dale Johnson, Assistant City Manager as the Responsible Official as required under Air Permit 4593-3616.01, and designated representative for the EPA Greenhouse Gas Reporting Program, for the Elko Solid Waste Facility, and matters related thereto. FOR POSSIBLE ACTION The Air Permit for the solid waste facility requires the identification of the Responsible Official (RO) who will be the point of contact for all permitted related correspondence and compliance reporting the Nevada Division of Environmental Protection and the Environmental Protection Agency. The Greenhouse Gas Reporting Program requires a designated representative to certify annual submittals. SAW June 10, 2025 Elko City Council Agenda Page 3 of 5 IX. RESOLUTION AND ORDINANCE A. First Reading of Ordinance 900 an Ordinance amending Title 9 Chapter 2 of Elko City Code entitled “Elko Municipal Solid Waste and Recyclable Material Code”, and matters related thereto. FOR POSSIBLE ACTION The proposed ordinance clarifies and updates various requirements related to the collection, transportation, and disposal of municipal solid waste, to include reconciling the requirements of the City Code with applicable state statutes and regulations. SAW B. First Reading of Ordinance 901 an Ordinance adding a new Chapter 15, entitled “Enforcement Code,” to Title 1 of the Elko City Code, and matters related thereto. FOR POSSIBLE ACTION The proposed ordinance designates certain employees as the enforcement officials including a zoning enforcement officer. The proposed code provides a framework for enforcement of city codes, including notices for violations, penalties and appeals processes. SW X. REPORTS A. Mayor and City Council B. City Manager C.
