City of Elko Arts and Culture Advisory Board Regular Meeting 4:30 PM, Wednesday, June 11, 2025 Elko City Hall, Council Chambers 1751 College Ave, Elko, NV 89801 I. CALL TO ORDER Chairperson Mica Johnson called the meeting to order at 4:39 PM. II. ROLL CALL Present: Mica Johnson, ACAB Chairperson Sharon Owen, ACAB Vice Chairperson Casey Bennett, ACAB Secretary Amy Drost, ACAB Member Marissa Lostra, Councilwoman City Staff Present: Scott Wilkinson, Assistant City Manager Dale Johnson, Assistant City Manager Annette Robinson, City Clerk Nichole Stephens, City Clerk Technician II III. PLEDGE OF ALLEGIANCE IV. COMMENTS BY THE GENERAL PUBLIC Scott Wilkinson, Assistant City Manager, introduced Dale Johnson to the board as his successor. The board introduced themselves to Mr. Johnson. They thanked Mr. Wilkinson for his guidance and wished him a happy retirement. V. PRESENTATION VI. APPROVAL OF MINUTES A. Approval of Minutes for the May 7, 2025, Regular Session. FOR POSSIBLE ACTION ** A motion was made by Councilmember Lostra, seconded by Secretary Bennett to approve the minutes from the May 7, 2025 meeting. The motion passed unanimously. (5-0) June 11, 2025 Arts and Culture | Minutes Page 1 of 4 VII. UNFINISHED BUSINESS A. Review, discussion, and possible action on the Fairgrounds wall mural and matters related thereto. FOR POSSIBLE ACTION Secretary Casey Bennett reported he had attended the fair board meeting and was able to commit $2,000 for the wall. He noted there had not been a signed contract or agreement to hold the art. He added he spoke with Justin (Reeves), the Grounds Superintendent, and Mr. Reeves would be able to get the wall sandblasted, they just needed to let him know when. Councilwoman Marissa Lostra asked Mr. Bennett if the former artist was okay with the art being covered up. Mr. Wilkinson stated he had reached out to the mayor since the mayor’s wife had worked with the artist, and there were no issues with them repainting the wall. Member Amy Drost reported she had reached out to her contacts within the school district about the possibility of a student group helping and had received crickets. She asked if the previous artist might be interested in doing something again. Mr. Wilkinson stated if they were going to compensate someone for the work, it would need to be put out for the public. If someone volunteered to do it and the city was just buying the materials, that might be a different story. Mr. Bennett asked if they should suggest to do a call to artists for the wall. Vice Chair Sharon Owen commented that since they were no longer under such a tight timeline, she would love to open it up to folks who might be interested. Ms. Johnson said it would be nice if it could be completed before the fair. Ms. Owen noted that would give them about two months. Councilwoman Lostra suggested soliciting bids for the next couple of weeks in order to award at their July meeting, which would give the artist about six weeks before the fair. There was discussion on a completion date and other details establishing the timeline for the project. Social and digital promotion was encouraged to reach as many people as possible. ** A motion was made by Secretary Bennett, seconded by Councilmember Lostra to request staff to create a Call to Artists for the Cedar Street fairgrounds wall, with a completion deadline of August 17th and a June 27th deadline for proposals, with review occuring during the July meeting. The artist would be compensated the $2,000 from the Fiscal Year 2025-2026 Elko Arts and Culture Advisory Board budget. The motion passed unanimously. (5-0) June 11, 2025 Arts and Culture | Minutes Page 2 of 4 B. Review, discussion, and possible action concerning the 2026 Semiquincentenial Art Project, and matters related thereto. FOR POSSIBLE ACTION Ms. Johnson opened the discussion and asked if everyone had been sharing on their social media. Mr. Bennett stated the Nevada Arts Council had posted on their Instagram and Facebook and it was still visible on their website. Ms. Owen said she had shared with the Elko County Art Club and through their contact list, the Elko Art Foundation, and colleagues. Ms. Johnson offered to share it with the Ely Art Club and people she does craft shows with. Ms. Owen added she had been watching two sites for grant opportunities, but did not think it would quite catch them for the ancillaries they were hoping for. She said she would keep an eye out in case anything changed. C. Review, discussion, and possible action on the Power/Signal Box Project, and matters related thereto. FOR POSSIBLE ACTION Ms. Owen said she did not have a lot to report, but she did have a request out to Nevada Energy for clarification on which equipment they’re targeting. She said she was able to find their equipment at two of the four intersections they had identified, but the other two were a bit more mysterious. She planned to schedule a field trip with them to make sure they were in sync with what Nevada Energy was anticipating. She added Mr. Bennett and herself were able to meet with Billie (Crapo) a few weeks ago and had a good conversation. She said she had sent a follow-up but had not heard anything back and wondered if anyone else had heard anything. Councilwoman Lostra said a couple of the board members had chatted with her about it and seemed very excited about the project. She added they have had a lot of events and have been extremely busy. Ms. Owen acknowledged their busy schedule and would be mindful checking back in with them. VIII. NEW BUSINESS Ms. Owen requested the 2025 Mayor’s Arts Award be placed on the next agenda so they could match back to the previous schedule, as they had fallen a little behind last year. She said she had reached out to Mr. Wilkinson about what an ideal schedule would look like and read aloud the timeline, a copy of which can be found in the minutes packet: • July – Call to artist for awards • August – Award application posted/solicited • September – Award artist confirmed • October – Awards confirmed • November – Awards conferred June 11, 2025 Arts and Culture | Minutes Page 3 of 4 IX. REPORTS X. SCHEDULE THE NEXT MEETING ** A motion was made by Secretary Bennett, seconded by Councilmember Lostra to schedule the meeting for the Elko Arts and Culture Advisory Board for Wednesday, July 2nd at 4:30pm at Elko City Hall. The motion passed unanimously. (5-0) XI. COMMENTS BY THE GENERAL PUBLIC Ms. Johnson called for public comment and did not receive a response.
