Meeting of the Board of Trustees
September 24, 2024
Present: Sandra Ferland, Eli Gabuzda, Sam Vaillancourt and Heather Moore
Not Present: Leonard Charon
Staff – John Dasaro
Guest – Denis (Northwest Access TV) Shawna Lovellette, Cierra Ford(VHB Engineering)
Meeting was called to order by Sam Vaillancourt at 6:30 PM
1. Modifications/Changes to Agenda
To remove executive session, and to add Paint the Village Pink Park application.
2. Public comment
No one from the public, and no comments
3. Review/Approve minutes for the August 27th and September 10th meeting
Eli Gabuzda with the 1st, Sandra Ferland with the second Approved
3.5 Paint the Village Pink Park application, Eli Gabuzda with the 1st Sandy Ferland with the second
Approved no park fee
4. St. Albans Pride Corp Park Application - Sandy Ferland with the 1st, Heather Moore with the 2nd
Approved, no park fee
5. Enosburg Library band stand application request to add to the approved park permit application
from 8/13. Heather Moore with the 1st, Sandy Ferland with the 2nd Approved no fee
6. Discussion on speeding on Missisquoi St ext. Eli recommended moving one of the digital speed
limits signs to that area. The question was asked if a speed bump could go on a dirt road. It was
decided to move to a digital speed sign in a month and to look into budgeting for another speed
sign.
7. Driveway access permit for Water Tower Road - Sam Vaillancourt recused himself from the
conversation and handed the topic over to Heather Moore. Eli questioned the 90-degree angle
and Sandy and Heather discussed culvert size and preferred the bigger size. Approved Eli
Gabuzda with the 1st, Sandy Ferland with the 2nd with conditions of 90-degree angle, 18 inch
culvert and a driveway ahead sign.
8. Sewer/Water allocations request for Quincy Hotel. Request was approved with a 12-month
payment schedule. Eli Gabuzda with the 1st Heather Moore with the 2nd. Sandy Ferland recused
herself from the discussion
9. Cierra Ford presented the kick of public comment meeting for the Villages sidewalk project that
is being installed from Church St to the State Park n ride. Easements and a few obstacles were
discussed in the presentation

10. Local Option Tax to be put on the ballot on November 5th, election day
There was lengthy discussion on the pros and cons of adopting the LOT, John Dasaro the Village
manager presented the funds that could be raised if adopted. The decision was made that an
informational meeting would be needed to inform the Village residents and the meeting would
be held on October 23rd. The Village manager and Finance director were tasked with coming up
with some examples of how the LOT would help the community while keeping general fund
taxes low.
11. Village Manager provided updates on
- 401 Hydro re licensing
- Elms St water project
- Maple Park paving project
- Funding for 17 Main St
12. Other Business – It was asked by the Village to review the park permit to add Eco park/Bridge
of Flower and lights in the future. A thank you card from the Methodist Church for the support
while the steeple work was being completed.
