VILLAGE OF ENOSBURG FALLS
Meeting of the Board of Trustees
October 8th, 2024
Present: Sandra Ferland, Eli Gabuzda, Sam Vaillancourt, Leonard Charron and Heather Moore
Staff – John Dasaro, Abbey Miller
Guest – Will Cobb (Northwest Access TV), Shirley Duso, David and Sally Tryhorne, Ellen Stanley, Alysa
Martin, Brian Sylvester, Shaun Coleman (NRPC), Jamy Lasell
Meeting was called to order by Sam Vaillancourt at 6:33 PM
1. Modifications/Changes to Agenda
Adding to other business, the Enosburgh Historical Society’s request to paint the Depot.
2. Public comment
Shaun Coleman advised that they have a vacancy on the NRPC Youth Board, if the Trustees
know of a Junior or Senior looking for volunteer hours. Jamy Lasell also stated that the
Historical Society would like to get youth members for their board as well.
3. Review/Approve minutes for the September 24th meeting
A motion was made by Eli Gabuzda to approve the minutes with the following corrections,
Abbey Miller was not present at the 24th meeting, under #3 correct spelling of Sandra’s name,
#7 fix spelling of Water Tower Road, #9 change to kick off, #12 fix the comma placement.
Seconded by Sandra Ferland. Unanimous.
4. Hazard Mitigation Plan (HMP) final review before submitting to FEMA
Shaun Coleman from NRPC discussed the next steps in the HMP process. Since there was no
public comment received regarding the Village’s HMP plan, the plan is ready to be submitted to
FEMA. Once it goes to FEMA, they will review it and either let the Village know what they feel is
missing or they will approve it. When FEMA approves the HMP it will need to be adopted by the
Village Trustees.
A motion was made by Eli Gabuzda to have NRPC submit the Village’s Hazard Mitigation Plan to
FEMA for review. Seconded by Sandra Ferland. Unanimous.
5. Band Stand Committee’s presentation on findings elevator/ramp
Ellen Stanley provided an overview of the committee’s meetings, explaining that several options
were considered. The biggest question to answer is whether a ramp should be constructed or a
lift purchased. Ellen stated that she will be meeting with Andrew Crane on Thursday at 11:30am
at the bandstand to discuss accessibility if anyone would like to attend.
The Trustees advised that Village Staff can do research on grant opportunities to support this
project, but also would like the committee to put together an estimate on what the cost would
be to lower the bandstand and the cost to build a ramp.
6. To add Eco Park as a park on the Permit.
A motion was made by Eli Gabuzda to add Eco Park to the Park Permit. Seconded by Sandra
Ferland. Unanimous.

7. Budget Update from Abbey, Finance Director
Abbey Miller asked that the Trustees put together any projects they would like reviewed for the
2025 budget.
8. Manager’s Notes
➢ Elm Street Water/Wastewater project update – curbing has been done, they will be
backfilling and paving soon. The wastewater lines were reviewed with cameras before
the slip lining begins, we are waiting for the final report.
➢ John Dasaro was elected to the Vice Chair seat on the VPPSA Board.
➢ LOT informational meeting on October 23rd Update – Meeting will be at the EMS
building at 6:30pm, going to move that week’s Trustee meeting to that time rather than
2 meetings. We will be advertising about the meeting and emphasis that Village
residents need to vote in person on this article, it will not be mailed.
➢ Friday law enforcement incident update.
➢ NRPC planning committee meeting – they would like to have it on November 13th and
would like 1-2 Trustees to attend.
9. Other Business
The Enosburg Historical Society requested to repaint the freight depot and change the color to
blue. A motion was made by Eli Gabuzda to allow the Historical Society to repaint the depot and
to change the color to blue. Seconded by Sandra Ferland. Unanimous.
10. Executive Session: For the Purpose of Discussing Negotiations in which Premature Public
Knowledge May Compromise the Position of the Municipality.
Eli Gabuzda made a motion to enter Executive Session for the Purpose of Discussing
Negotiations in which Premature Public Knowledge May Compromise the Position of the
Municipality. Seconded by Sandra Ferland. Unanimous.
The Board entered Executive Session at 7:36PM.
Eli Gabuzda made a motion to re-enter the Board’s Regular Meeting. Seconded by Heather
Moore. The Board re-entered their Regular Meeting at 8:23pm.
11. Adjourn
There being no other business to come before the Board at this time Eli Gabuzda made a motion
to adjourn. Seconded by Sandra Ferland. The meeting was adjourned at 8:23pm.
