MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees October 23rd, 2024 Present: Sandra Ferland, Eli Gabuzda, Heather Moore Not Present: Sam Vaillancourt and Leonard Charron Staff – John Dasaro, Abbey Miller Guests – Will Cribb (NWTV), Susan Nichols, Karen Jacobs, David Gervais, Sue Paquette, Tammy Reinholdt, Jocelyn Dewahl, Pauline Loiselle, Jason Longway, Allen Demar, Stephen Comeau, Lise Comeau, Brenda Stanley, Landon Bonk, David Tyrhorne, Sally Tryhorne, Jesse Woods, Shaleigh Woods, Deborah Grandshaw, Alan Grandshaw Meeting was called to order by Heathe Moore at 6:31 PM A reminder was given for Guests to please sign in for the minutes. 1. Modification/Changes to Agenda There were none. 2. Public Comment There was no public comment. 3. Review/Approve Minutes for October 8th and October 15th, 2024, Trustees Meeting/Special Meeting A motion was made by Sandra Ferland to approve both the October 8th and October 15th minutes as written. Seconded by Eli Gabuzda. Unanimous. 4. Park Permit Request – EBCA – Christmas in the Park A motion was made by Sandra Ferland to approve both the Parks Use and Bandstand Permits for the EBCA Christmas in the Park, waiving the fee. Seconded by Eli Gabuzda. Unanimous. 5. LOT (Local Options Tax) informational meeting Village Manager John Dasaro gave a presentation discussing the Local Option Tax and that the Village’s discussion derived from lots of requests for projects to be done around the Village and looking for alternate ways to fund these projects other than through property tax rates. John explained that the Village looked into TIF’s (Tax Increment Financing), but the Village is too small to make it effective and the cost to get established is significant. Several discussions centered around in person voting only, the effect that the LOT would have on businesses and their reporting requirements, adding another tax onto residents and the language on the ballot. There were also questions about why sales and use tax and not on alcohol or meals and rooms. The meeting concluded with the Village needing to further look into a few things, with questions sent to VLCT for clarification. 6. Adjourn There being no other business to come before the Board at this time Eli Gabuzda made a motion to adjourn. Seconded by Sandra Ferland. The meeting was adjourned at 8:21pm.
