I. CALL MEETING TO ORDER Mayor Carroll called the January 22, 2019 Urban Renewal Authority meeting to order at 9:46 pm. II. ROLL CALL Present 8- Scott Charles, Geoff Deakin, Jennifer Carroll, Dan Woog, Bill Gippe, Christiaan van Woudenberg, Tina Harris, and John Ahrens Excused 2- Adam Haid, and Barbara Kirkmeyer III. APPROVAL OF THE AGENDA IV. CONSENT AGENDA Commissioner Deakin moved to approve the consent agenda; Commissioner van Woudenberg seconded the motion. The motion carried with all present voting in favor thereof. 19-065 Approval of the January 8, 2019 Draft Meeting Minutes Attachments: January 8, 2019 Draft URA Meeting Minutes V. PUBLIC COMMENT There was no one present that wished to provide public comment. VI. EXECUTIVE SESSION 19-064 An Executive Session To Hold A Conference With The Authority's Attorney To Receive Legal Advice On Specific Legal Questions, Pursuant To C.R.S. § 24-6-402(4)(B), Concerning The Proposed Settlement Agreement With Lafayette Commissioner Deakin moved to go into an executive session to hold a conference with the Authority's Attorney to receive legal advice on specific legal questions, pursuant to C.R.S. § 24-6-402(4)(b), concerning the proposed settlement agreement with Lafayette. The motion carried with all present voting in favor thereof. Chairperson Carroll announced; It's Tuesday, January 22, 2019, the time is 9:43 pm. For the record, I am the presiding officer, Chairperson Carroll. As required by the Open Meetings Law, this executive session is being electronically recorded. Also present at this executive session are the entire Urban Renewal Authority, Urban Renewal Authority Attorney Carolynne C. White, Community Services Director Farrell Buller, Economic Development Manager Ben Pratt, and Town Administrator Malcolm Fleming. Chairperson Carroll annouced; the time is 10:41 pm, and the executive session has been concluded. For the record, if any person who participated in the executive session believes that any substantial discussion of any matters not included in the motion to go into the executive session occurred during the executive session, or that any action occurred during the executive session in violation of the Open Meetings Law, I would ask that you state your concerns for the record. Hearing none, Chairperson Carroll moved to the next agenda item. VII. RESOLUTIONS 19-063 A Resolution Of The Town Of Erie Urban Renewal Authority Approving An Intergovernmental Agreement (“IGA”) Among The Town Of Erie (“Erie”), The Town Of Erie Urban Renewal Authority (“TOEURA”), And The City Of Lafayette (“Lafayette”) Attachments: Resolution Intergovernmental Agreement Commissioner Charles moved to continue Agenda Item 19-063 to a future agenda; Commissioner Harris seconded the motion. The motion carried with a seven (7) for and one (1) against vote with Commissioner Deakin voting no. VIII. ADJOURNMENT Chairperson Carroll adjourned the Urban Renewal Authority meeting at 10:45 pm.
