CALL TO ORDER: 5:50 P.M. ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Marie Aliberti, Karen LeHeup-Smith, Vice Chair Emily Lee and Chairman Michael Holland EXCUSED: Robert Morin 1. APPROVAL OF MINUTES 1.1 December 5, 2019 - Local Planning Agency Meeting January 16, 2020 - Local Planning Agency Meeting Moved by Member LeHeup-Smith, seconded by Vice Chair Lee, to approve the Minutes as submitted. Motion carried by the following votes: Ayes: Member Aliberti, Vice Chair Lee, Member LeHeup-Smith, and Chairman Holland 2. CONSIDERATION, DISCUSSION & PUBLIC HEARING 2.1 Large Scale Future Land Use Map Amendment to the Comprehensive Plan (2020- CPLU-01 ): Property located at the northwest corner of Bates Avenue and Estes Road Roland Magyar, Senior Planner, provided an overview of the future land use map amendment request for property located at the northwest corner of Bates Avenue and Estes Road . He stated the request is compatible with the comprehensive plan and land development regulations and indicated staff's recommendation for transmittal. Mr. Holland opened the floor to public comment at 5:53 p.m. Catherine Gonzalez expressed opposition to the requested future land use amendment stating that the area is rural and not suburban . She cited the flooding issue with Blue Lake. Cliff Jenney provided a copy of the area map to the Commission. He commented on the number of lots possible on the property and stated that the property is not the same as what is across the road. He further expressed opposition to information included in the staff report and cited a study conducted ten years previously by Lake County and the probability that the development will increase the flooding issues. Chairman Holland reminded the audience that, if transmitted, they would have another chance to speak during the Commission meeting. Harold Woodall stated that all the homes on Estes Road are at least one acre. He added he is not objecting to the annexation just to the density. John Duffy stated he did an unscientific study of the water level in Blue Lake. He stated that his irrigation meter showed he used over 200,000 gallons of water for irrigation last year. He recommended that water be pumped out of the lakes for irrigation rather than using City water to irrigate. There being no further public comment, the hearing was closed at 6:03 p.m. 3. RECOMMENDATION 3.1 Moved by Vice Chair Lee, seconded by Member LeHeup-Smith, to transmit the large scale future land use map amendment (2020-CPLU-01) to the Commission for consideration. Motion carried by the following votes: Ayes: Member Aliberti, Vice Chair Lee, Member LeHeup-Smith, and Chairman Holland 4.
