EVANSTON CITY COUNCIL First Regular M eeting December 5, 2017 The official record of proceedings of the first regular m eeting of the Evanston City Council for the m onth of Decem ber was held in the Council Cham bers of City Hall on the above date. These proceedings were video recorded. Mayor W illiam s led those in attendance in the pledge of allegiance to the Flag. The roll was called and with a quorum being present, Mayor Kent W illiam s called the m eeting to order at 5:30 p.m . and welcom ed everyone present. Revenue & Expenditure Report Councilmember Perkes moved, Councilmember W elling seconded, to approve the Revenue and Expenditure Report for September 2017. Council Comments Councilm em ber W elling thanked the Em ployee Com m ittee and all those who helped put together the great Annual W inter Meeting. He also stated the Evanston Invitational W restling Tournam ent will be held this weekend at Evanston High School, with over 16 team s com ing to town. Councilm em ber Sellers thanked the Cazin’s for their m any years of service to the com m unity, and also thanked the Batem an’s for investing in our com m unity. He again encouraged everyone to shop locally and thanked the Public W orks departm ent for their efforts during the last snow storm . Councilm em ber Schuler also thanked those involved in planning and decorating for the Annual W inter Meeting. She com m ented on the Festival For Fam ilies, stating it was a great event for a wonderful cause. Mayor W illiam s thanked the m any board and com m ittee m em bers for their service and wanted them all to know how m uch their service is appreciated.  Consent Agenda Councilmember Schuler moved, Councilmember Kopp seconded, to approve a Parade Route Permit requested by the Evanston Police Officers Association for the Annual Shop W ith A Cop Parade on Saturday, December 16, 2017, beginning at 8:00 a.m. at the Hampton Inn and ending at W almart. Councilmember Sellers moved, Councilmember W elling seconded, to adopt Resolution 17-86. RESOLUTION 17-86: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF A SELECTIVE TRAFFIC ENFORCEMENT GRANT FROM THE HIGHW AY SAFETY PROGRAM OF THE W YOMING DEPARTMENT OF TRANSPORTATION. W HEREAS, grant funds are available from the Highway Safety Program of the W yom ing Departm ent of Transportation which are to be used by local law enforcem ent agencies im prove traffic safety through increased enforcem ent; and W HEREAS, it is necessary for the City to execute that attached Grant Agreem ent in order to receive Selective Traffic Grant funds; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. RESOLUTION 17-87: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE STATE FORESTER FOR THE CITY OF EVANSTON TO BE OFFICIALLY RECERTIFIED AS A TREE CITY USA FOR YEAR 2018. W HEREAS, City of Evanston has been previously certified as a Tree City USA by the State Forester; and W HEREAS, the governing body has determ ined that it is in the public’s interest to apply for recertification; NOW , THEREFORE, BE IT RESOLVED by the governing body of the City of Evanston, W yom ing as follows: Section 1. The City of Evanston hereby authorizes the subm ission of an application to the State Forester for the City of Evanston to be recertified as a Tree City USA. Section 2. The Mayor and City Clerk are authorized to sign and attest all docum ents which are necessary to apply for the recertification. RESOLUTION 17-88: A RESOLUTION OF THE CITY OF EVANSTON, W YOMING AUTHORIZING THE EXECUTION OF AN AGREEMENT W ITH FORSGREN ASSOCIATES, INC. TO PROVIDE ENGINEERING SERVICES FOR THE CITY VIEW W ATER MAIN REPLACEMENT PROJECT-PHASE I. W HEREAS, the City of Evanston and Forsgren Associates, Inc. have negotiated an agreem ent whereby Forsgren Associates, Inc., will perform the services set forth in the Agreem ent for the City View W ater Main Replacem ent Project-Phase I; and W HEREAS, the City of Evanston and Forsgren Associates, Inc. have set their agreem ent in writing, a copy of which is attached hereto; NO W , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, W YOMING THAT: Section 1: The Mayor is hereby authorized to execute, and the City Clerk attest, on behalf of the City of Evanston, the Agreem ent between the City of Evanston and Forsgren Associates, Inc., a copy of which is attached hereto, for engineering services necessary for the City View W ater Main Replacem ent Project-Phase I. RESOLUTION 17-89: RESOLUTION OF THE GOVERNING BODY ADOPTING AN UPDATED STATEMENT OF INVESTMENT POLICY FOR THE CITY OF EVANSTON, PURSUANT TO W YOMING STATUTE 9-4-831 (h). W HEREAS, the City of Evanston currently has an Investm ent Policy which governs the m anner in which public funds are invested; and W HEREAS, there is a need to update the Investm ent Policy to facilitate a reasonable rate of return on city funds, m axim ize security of city funds and m eet the daily cash flow needs of the City; NOW , THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY O F EVANSTON, W YOMING THAT: Section 1: The City of Evanston hereby approves and adopts the Statem ent of Investm ent Policy, a copy of which is attached hereto and incorporated herein, to facilitate a reasonable rate of return on city funds, m axim ize security of city funds and m eet the daily cash flow needs of the City.
