W ednesday, May 02, 2012 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., May 2, 2012 in the City Council Chambers of the Ev erett City Hall, Council President Gipson presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Gipson, Nielsen, Stonecipher, and Af f holter were present. Council Member Hatloe was excused. Council Member Af f holter led the Pledge of Allegiance. The minutes of the April 25, 2012 City Council meeting were approv ed as printed. Council Members Stonecipher and Af f holter abstained f rom the v ote. MAY OR APPOINTMENT – SENIOR CENTER ADVISORY BOARD Mov ed by Council Member Roberts, seconded by Council Member Stonecipher to concur with the appointment of Barbara Brotherton to Position No. 6, Senior Center Adv isory Board, f or a six-y ear term ending December 31, 2017. Roll was called with all council members v oting y es except Council Member Hatloe who was excused. Motion carried. COUNCIL Council Member Stonecipher stated that she will not be in attendance at next week’s council meeting. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS No citizens wished to comment. CONSENT ITEMS: Mov ed by Council Member Moore, seconded by Council Member Af f holter, to approv e the f ollowing consent items: RESOLUTION - CLAIMS To adopt Resolution No. 6492 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the amount of $1,463,593.50 f or the period of April 14, 2012 through April 20, 2012. RESOLUTION – ELECTRONIC TRANSFERS To adopt Resolution No. 6493 acknowledging the pay ment of audited and approv ed electronic transf er claims against the city of Ev erett in the amount of $5,200,369.49 f or the period of March 1 through March 31, 2012. STREET CLOSURE – CRUIZIN TO COLBY CAR CRUISE To authorize the closure of v arious streets in downtown Ev erett on May 27, 2012, May 26, 2013, and May 25, 2014, f rom 11 a.m. to 6 p.m., f or a Cruizin to Colby Car Cruise sponsored by the Seattle Rod-Tiques. STREET CLOSURE – CRUIZIN TO COLBY CAR SHOW AND SHINE To authorize the closure of v arious streets in downtown Ev erett on May 28, 2012, May 27, 2013, and May 26, 2014, f rom 5 a.m. to 6 p.m., f or a Cruizin to Colby Car Show and Shine sponsored by the Seattle Rod-Tiques. Roll was called with all council members v oting y es except Council Member Hatloe who was excused.  Motion carried. AGREEMENT – TERMS OF USE/INTERNET RESEARCH Mov ed by Council Member Roberts, seconded by Council Member Moore, to authorize the May or or his designee to execute the Spokeo Terms of Use Agreement in the f orm substantially prov ided in the amount of $50.00. Roll was called with all council members v oting y es except Council Member Hatloe who was excused. Motion carried. AGREEMENT – STANDARD LICENSE Mov ed by Council Member Af f holter, seconded by Council Member Moore, to authorize the May or to sign the CoreLogic Standard License Agreement in the amount of $6,224.20 including Washington State sales tax. Roll was called with all council members v oting y es except Council Member Hatloe who was excused. Motion carried. AGREEMENT – DISTRIBUTION/VESSEL REGISTRATION FEES Mov ed by Council Member Nielsen, seconded by Council Member Roberts, to authorize the May or to sign the Distribution of Vessel Registration Fees Agreement with Snohomish County.
