W ednesday, November 20, 2013 The regular meeting of the Everett City Council was called to order at 6:30 p.m., November 20, 2013, in the City Council Chambers of the Everett City Hall, President Moore presiding. Council President Moore announced the swearing in of Richard Anderson to City Council Position No. 7. The Honorable Joseph P. Wilson, Superior Court Judge, administered the oath of office. Council Member Anderson introduced family members who were in the audience. Upon roll call it was found that Mayor Stephanson and Council Members Moore, Roberts, Murphy, Bader and Stonecipher, and Anderson were present. Council Member Gipson was excused. Mayor Stephanson led the Pledge of Allegiance. The minutes of the November 13, 2013, Everett City Council meeting were approved as printed. MAYOR The Mayor congratulated Council Member Anderson and welcomed the council member’s family. COUNCIL Council members welcomed and congratulated newest Council Member Rich Anderson. Council Member Roberts reported on his attendance at the National League of Cities conference this week. He also stated that he met with a county council member and Snohomish County Executive Lovick regarding a possible move of the courthouse. Additionally, Council Member Roberts remarked that a motion will come before Sound Transit tomorrow to approve the recommended alternative for Northgate to Lynnwood and he also attended a workshop last evening on ST3. He expressed his appreciation for work the Mayor and staff has done to make it a smooth process. Council Members Murphy and Bader reported on their attendance at the National League of Cities conference this week. CITY ATTORNEY The City Attorney had no comments. CITIZEN COMMENTS Jay Himmelman, Everett, commented about the damage to his home as a result of the Valley View landslide. COUNCIL BRIEFING AGENDA Multi-City Tax & License Portal Briefing Presented by Susy Haugen, Finance COUNCIL BILL NO. 1311-44 FIRST READING: AN ORDINANCE approving the appropriations of the 2013 revised City of Everett budget and amending Ordinance No. 3339-13 Presented by Rae Ann Weighter, Finance COUNCIL BILL NO. 1311-45 FIRST READING: AN ORDINANCE adopting the budget for the City of Everett for the year 2014 Presented by Debra Bryant, Finance COUNCIL BILL NO. 1311-46 FIRST READING: AN ORDINANCE related to the regulations of signs, amending Section 4 of Ordinance No. 2076-95 (EMC 19.36.220) Presented by Gerry Ervine, Planning Adopt the Resolution establishing Human Needs Priorities for 2014 Human Needs Grant funding Presented by Dave Koenig, Planning Approve the Purchase of Police Vehicles from State Contract 03611 in the amount of $494,676.45 including Washington State Sales Tax Presented by Clark Langstraat, Purchasing Council Member Stonecipher requested that additional comparison information be provided regarding fuel costs. PROPOSED ACTION ITEMS COUNCIL BILL NO. 1310-43 SECOND READING: AN ORDINANCE creating a special improvement project entitled “Hannabrook Park Playground Improvements”, Fund 354, Program 044, to accumulate all costs for the improvement project CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION – CLAIMS To adopt Resolution No. 6675 acknowledging the payment of audited and approved claims against the City of Everett in the amount of $889,796.84 for the period of October 26, 2013, through November 1, 2013. RESOLUTION – PAYROLL To adopt Resolution No. 6676 acknowledging the payment of audited and approved payroll claims against the city of Everett in the amount of $3,395,468.34 for the period ending November 2, 2013. JOB COMPLETE – CITY CENTER SAFETY IMPROVEMENTS To accept the City Center Safety Improvements project as complete and authorize the Mayor to sign the Certificate of Completion with Sail Electric, Inc. Roll was called with all council members voting yes, except Council Member Gipson who were excused. Motion carried. ACTION ITEMS: APPOINTMENT – COUNCIL PRESIDENT Moved by Council Member Murphy, seconded by Council Member Bader, to reappoint Council Member Moore as Council President/Mayor Pro tem for the year 2014. Roll was called with all council members voting yes, except Council Member Gipson who were excused. Motion carried. Council Member Moore expressed his commitment to serve the City Council on behalf of the citizens of Everett. BIDS REJECTED – PERSONNEL LIFT TRUCK Moved by Council Member Bader, seconded by Council Member Roberts, to reject all bids received for Bid No. 2013-065 as non-responsive and approve new Bid 2013-089 for a personnel lift truck. Roll was called with all council members voting yes, except Council Member Gipson who were excused. Motion carried. AGREEMENT AMENDED – RIVERFRONT DEVELOPMENT RAILROAD CORRIDOR & ENHANCED DRAINAGE CHANNEL Moved by Council Member Roberts, seconded by Council Member Bader, to sign Change Order No. 3 with KLB Construction for the Riverfront Development Railroad Corridor Trail & Enhanced Drainage Channel project in the amount of $222,216.00. Roll was called with all council members voting yes, except Council Member Gipson who were excused. Motion carried. GRANT AGREEMENT – COORDINATED PREVENTION Moved by Council Member Bader, seconded by Council Member Stonecipher, to authorize the Mayor to sign the Coordinated Prevention Grant Agreement with the Department of Ecology in the amount of $188,722.21. Roll was called with all council members voting yes, except Council Member Gipson who were excused. Motion carried. REQUEST FOR PROPOSALS – SOLID WASTE REDUCTION AND RECYCLING SEVICES Moved by Council Member Roberts, seconded by Council Member Murphy, to award RFP 2013-058 for solid waste reduction and recycling services to Blue Marble Environmental LLC and authorize the Mayor to sign a Professional Services Agreement with Blue Marble Environmental LLC for solid waste reduction and recycling services in the amount of $79,800.00. Roll was called with all council members voting yes, except Council Member Gipson who were excused. Motion carried.
