W ednesday, November 27, 2013 The regular meeting of the Everett City Council was called to order at 12:30 p.m., November 27, 2013, in the City Council Chambers of the Everett City Hall, President Moore presiding. Upon roll call it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, and Anderson were present. President Moore led the Pledge of Allegiance. The minutes of the November 20, 2013, City Council meeting were approved as printed. Council Member Gipson abstained from the vote. MAYOR Mayor Stephanson wished everyone a happy Thanksgiving. COUNCIL Council Member Gipson wished everyone a happy Thanksgiving. Council Member Roberts wished everyone a happy Thanksgiving and encouraged everyone to visit the Holidays in Everett website for information that will help us to shop at home and support local businesses. Council Member Murphy wished everyone a happy Thanksgiving. Council Member Anderson wished everyone a happy Thanksgiving. Council Member Stonecipher wished everyone a happy Thanksgiving, and a happy Hanukkah. Council Member Bader remarked that he hoped all would find plenty to be thankful for. Council President Moore thanked Council Member Gipson for wearing crimson and grey today, and wished everyone a happy Thanksgiving. CITY ATTORNEY City Attorney Iles requested an executive session, with no announcement to follow, pursuant to RCW 42.30.110(1)(i). CITIZEN COMMENTS Jay Himmelman, Everett, urged the Council to consider 8 claims for damages from the Valley View slides, which he alleged resulted from 2004 stormwater drain improvements, stating the claimants are prepared to file suit in December. COUNCIL BRIEFING AGENDA Panaview Staff Update Presented by Ryan Sass, Public Works COUNCIL BILL NO. 1311-47 FIRST READING: An ORDINANCE setting the basic salary schedule for City of Everett employees for 2014 Presented by Dean Koutlas, Human Resources PROPOSED ACTION ITEMS COUNCIL BILL NO. 1311-44 SECOND READING: AN ORDINANCE approving the appropriations of the 2013 revised City of Everett Budget and amending Ordinance No. 3339-13 COUNCIL BILL NO. 1311-45 SECOND READING: AN ORDINANCE adopting the budget for the City of Everett for the year 2014 in the amount of $502,586,055 COUNCIL BILL NO. 1311-46 SECOND READING: AN ORDINANCE related to the regulations of signs, amending Section 4 of Ordinance No. 2076-95 (EMC 19.36.220) CONSENT ITEMS: Moved by Council Member Gipson, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 6677 acknowledging the payment of audited and approved claims against the city of Everett in the amount of $3,389,582.87 for the period of November 9, 2013, through November 15, 2013. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: BID AWARD – ANNUAL SUPPLY OF CONCRETE PRODUCTS Moved by Council Member Murphy, seconded by Council Member Bader, to authorize the award of Bid 2013-080 for an annual supply of concrete products to Cemex Construction Materials Pacific, LLC in the estimated amount of $193,567.91 including Washington State Sales Tax. Roll was called with all council members voting yes. Motion carried. AGREEMENT – INFORMATION TECHNOLOGY PROJECT Moved by Council Member Bader, seconded by Council Member Roberts, to authorize the Mayor to sign a Professional Services Agreement with DAH Corporation for information technology project assistance in the amount of $118,582.00. Roll was called with all council members voting yes. Motion carried. COUNCIL BILL NO. 1310-43 THIRD AND FINAL READING: AN ORDINANCE creating a special improvement project entitled “Hannabrook Park Playground Improvements”, Fund 354, Program 044, to accumulate all costs for the improvement project Moved by Council Member Bader, seconded by Council Member Murphy, that this is declared to be the third and final reading of Council Bill No. 1310-43 and the City Clerk is directed to call the roll for the final disposition of the ordinance. AYES: Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, Anderson NAYS: None EXCUSED: None Ordinance No. 3355-13 adopted. RESOLUTION – 2014 HUMAN NEEDS GRANT FUNDING Moved by Council Member Roberts, seconded by Council Member Bader, to adopt the Resolution establishing Human Needs Priorities for 2014 Human Needs Grant funding. Roll was called with all council members voting yes. Motion carried. PURCHASE – POLICE VEHICLES Moved by Council Member Bader, seconded by Council Member Roberts, to approve the purchase of police vehicles from Washington State Contract 03611 in the amount of $494,676.45 including Washington State Sales Tax. Roll was called with all council members voting yes. Motion carried.
