January 13, 2016 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., January 13, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Franklin led the Pledge of Allegiance. The minutes of the January 6, 2016, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. President Murphy announced his appointment of Council Member Tuohy to the position of Council Vice President for 2016. MAYOR Mayor Stephanson announced he will be making his annual trip tomorrow to meet with legislators in Olympia. He stated Council President Murphy, Council Members Roberts and Franklin, and Pat McClain and Bob Bolerjak, Government Affairs, will be joining him. APPOINTMENTS/ REAPPOINTMENTS Moved by Council Member Moore, seconded by Council Member Stonecipher, to concur with the following appointment: Everett Public Facilities District Board Appointment of Robert Hunt to Position 2 for a six- year term, ending December 31, 2021. The Mayor commented on Mr. Hunt' s financial background, as well as his many years with Village Theatre. Council Member Moore, as liaison to the Public Facilities District Board, also expressed his appreciation of the appointment of Mr. Hunt. 9  January 13, 2016 Roll was called with all council members voting yes. Motion carried. COUNCIL Council Member Moore thanked the Fire union leadership and members for participating in the Council Public Safety Subcommittee meeting presentation held earlier this evening. Council Member Franklin congratulated Council Member Tuohy on her appointment to the position of City Council Vice President. Council Member Bader provided a liaison report on his attendance at the Puget Sound Regional Council Growth Management Committee meeting. Council Member Stonecipher also congratulated Council Member Tuohy on her new appointment. Council Member Stonecipher provided a liaison report on her attendance at the Parks Board meeting last evening, which included a presentation recommending no increase in golf fees this year. In light of the budget process, Council Member Stonecipher asked that this topic come forward to a City Council meeting to allow for resident input. Debra Bryant, Administration, stated Parks Director Paul Kaftanski will bring this item forward. Council Member Roberts congratulated Council Member Tuohy on her appointment today. Council Member Roberts also provided a 2015 federal legislative overview. Council Member Tuohy thanked Chief Templeman and the Everett firefighter union for presentations at today's Public Safety Subcommittee meeting. She announced that the next subcommittee meeting is scheduled for February 13, 2016, which will include a presentation by Fire administration. 10  January 13, 2016 President Murphy reminded citizens that they are welcome to attend and observe the City Council retreat, which will be held on January 23, 2016, 8: 00 a. m. to noon, at the Carl Gipson Senior Center. He also reminded council members to submit suggested topics for the agenda and stated he is working to secure a facilitator for this event. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 30 minutes, concerning two real estate matters and one litigation matter pursuant to RCW 42. 30. 110( 1)( b)( c) and RCW 42. 30. 110( 1)( i)( c), respectively, with no announcement to follow. CITIZEN COMMENTS Vicki Troupe, Everett, spoke about her personal loss as a result of the fire that destroyed part of The Bluffs at Evergreen apartment complex on New Year' s Eve. She expressed her appreciation for the assistance she and her family received from neighbors and Everett firefighters and urged the City to make no additional budget cuts to the department. Dennis Dudder, Everett, spoke about Everett utility rate changes over the past seven years and inquired as to what residents might expect in the future. Debra Bryant, Administration, stated she would connect Mr. Dudder with the correct City staff. Sandra Brock, Arlington, spoke in support of the services provided by Everett firefighters and the potential impacts of possible fire station closures in Everett. 11  January 13, 2016 Pete McFall, Everett, spoke about the service provided by the Everett Fire Department and expressed concern for the safety of South Everett residents as a result of service cuts. Dana Nilsson, Everett, spoke about an opportunity to participate in the Joint Center for Deployment and Research in Earth-Abundant Materials, which is centered in Everett at the Washington State University campus. Larry Wewel, Everett, spoke about a legislative proposal to establish after- school learning labs in each of the middle schools in Snohomish County's school districts and urged City Council to support a resolution that is being presented to the legislature tomorrow. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign the Everett Station Operations and Maintenance Agreement with Sound Transit. Presented by Joan Olson, Transportation Services Council Member Bader spoke about the need for Sound Transit to place security cameras in the east parking lot. He also expressed the importance that any studies done in conjunction with Sound Transit look at where people who are parking at Everett Station are coming from. Ms. Olson stated she would take this feedback back to Transportation Services Director Tom Hingson. Council Member Roberts stated he would share Council Member Bader' s comments with the Sound Transit Board and report back to Council. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Stonecipher, to approve the following consent items: 12  January 13, 2016 RESOLUTION - CLAIMS To adopt Resolution No. 6938 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 924, 613. 84 for the period of December 26, 2015, through December 31, 2015. RESOLUTION - PAYROLL To adopt Resolution No. 6939 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of $4, 564,357. 88 for the period ending December 26, 2015. ACTION ITEMS: BID AWARD —WATER MAIN REPLACEMENT " P" PROJECT Moved by Council Member Roberts, seconded by Council Member Moore, to award the contract for the construction of the Water Main Replacement " P" Project to Allied Construction Associates, Inc. in the amount of$ 954, 839. 80, including Washington State sales tax. Roll was called with all council members voting yes. Motion carried. COUNCIL BILL 1512- 54 THIRD AND FINAL READING: AN ORDINANCE creating a special improvement project entitled " Three Acre Park, Phase 1," Fund 308, Program 006, to accumulate all costs for the improvement 13  January 13, 2016 Moved by Council Member Stonecipher, seconded by Council Member Franklin, that this is declared to be the third and final reading of Council Bill No. 1512- 54 and the city clerk is directed to call the roll for the final disposition of the ordinance.
