Everett City Council

March 23, 2016 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., March 23, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Franklin led the Pledge of Allegiance. The minutes of the March 16, 2016, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Moore announced that the Council Budget and Finance Subcommittee is scheduled to meet on April 6, 2016, at 5: 15 p. m. Council Member Roberts reported on his attendance at the Transportation Advisory Committee meeting last Thursday. He stated that Everett Transit is proposing some service changes and asked that council members be provided with materials. He encouraged citizens to review and comment on the proposed changes. Debra Bryant, Administration, stated she would follow up to ensure information is provided. Council Member Roberts also reported on his attendance at the Puget Sound Regional Council Transit-Oriented Development Advisory Committee meeting on Friday. Council Member Tuohy provided a liaison report on her attendance at the Everett Historical Commission meeting held last evening. 94  March 23, 2016 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS William Lider, PE, Sno- King Watershed Council, urged City Council and Mayor to direct staff to provide input on a Snohomish County Airport project that SKWC believes will degrade wetlands and increase flooding in the City of Everett. Council Member Stonecipher requested a response be provided by City staff and asked that council members be kept apprised of the City' s role and any plans to comment on this matter. Debra Bryant, Administration, stated that City technical staff is currently working on this issue. RESOLUTION - PAYROLL To adopt Resolution No. 6961 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of$ 3, 631, 963. 05 for the period ending March 5, 2016. 96  March 23, 2016 SPECIAL USE REQUEST APPLICATION —ANNUAL SILVER LAKE REGATTA To approve the Special Use Request Application from Seattle Outboard Association to hold the Annual Silver Lake ( Boating) Regatta on June 4, 2016. ACTION ITEMS: AGREEMENT— SCHOOL IMPACT FEE COLLECTION Moved by Council Member Moore, seconded by Council Member Franklin, to authorize the Mayor to sign the Interlocal Agreement with the Mukilteo School District regarding school impact fee collection. RESOLUTION — ADD A PORTION OF WEST SIDE OF 2500 BLOCK OF WETMORE TO MULTIPLE PROPERTY TAX EXEMPTION Moved by Council Member Franklin, seconded by Council Member Bader, to adopt Resolution No. 6962 declaring the City' s intention to add a portion of the west side of the 2500 block of Wetmore Avenue to the Multiple Family Property Tax Exemption provisions of RCW Chapter 84. 14, and setting April 6, 2016, as the date for a public hearing. Motion carried. 97  March 23, 2016 RESOLUTION — POLICY FOR TRAVEL AND TRAINING EXPENDITURES FOR CITY ELECTED OFFICIALS Moved by Council Member Moore, seconded by Council Member Tuohy, to adopt Resolution No. 6963 setting a policy for travel and training expenditures for City Elected Officials, and repealing Resolution No. 4689. RESOLUTION —ABATEMENT COSTS Moved by Council Member Bader, seconded by Council Member Tuohy, to adopt Resolution No. 6964 authorizing recovery of abatement costs pursuant to EMC 1. 20. 090 at 10708 Holly Drive, Everett, Washington, in the amount of$ 2, 627. 08. PURCHASE — POLICE VEHICLES Moved by Council Member Tuohy, seconded by Council Member Franklin, to approve the Purchase of Police Vehicles from State Contract 03713 in the amount of $ 199, 020. 28 including Washington State Sales Tax. JACKSON PARK / PHASE ONE RENOVATION PROJECT Moved by Council Member Bader, seconded by Council Member Stonecipher, to authorize the Mayor to sign Senator Henry M. Jackson Park — Phase One Renovation Project Change Order # 5 in the amount of$ 96, 537. 55 plus Washington State Sales tax. Roll was called with all council members voting yes. Motion carried. AGREEMENT AMENDED —SHORE AVENUE STORM WATER OUTFALL PROJECT Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the Mayor to sign Change Order No. 1 with Thomco Construction for the Shore Avenue Storm Water Outfall Project in the amount of $ 226, 831. 52, including Washington State sales tax. AGREEMENT AMENDED — SEWER SYSTEM REPLACEMENT AND CAPACITY IMPROVEMENTS SEWER " M" Moved by Council Member Tuohy, seconded by Council Member Bader, to authorize the Mayor to sign Change Order No. 2 with Interwest Construction for Sewer System Replacement and Capacity Improvements Sewer " M" in the amount of $ 1, 002, 259. 68 including Washington State sales tax. 99  March 23, 2016 Roll was called with all council members voting yes. AGREEMENT —RAIN GARDEN PILOT PROJECT Moved by Council Member Franklin, seconded by Council Member Bader, to authorize the Mayor to sign Amendment No. 4 to the Interlocal Agreement with Snohomish County and the Snohomish Conservation District to extend the contract end date for an additional $ 84, 105. 00. AGREEMENT — SUPERVISORY CONTROL AND DATA ACQUISITOIN MASTER PLAN FOR UTILITY OPERATIONS Moved by Council Member Roberts, seconded by Council Member Tuohy, to authorize the Mayor to sign the Professional Services Agreement with Tetra Tech, Inc. to provide design services for the Supervisory Control and Data Acquisition Master Plan for utility operations in the amount of$ 120, 970. 00.
