March 30, 2016 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., March 30, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Murphy, Franklin, Bader, and Stonecipher were present. Council Members Moore and Tuohy were excused Council Member Bader led the Pledge of Allegiance. The minutes of the March 23, 2016, City Council meeting were approved as printed. MAYOR Mayor Stephanson proclaimed April 9, 2016 as " Rose Margaretich Day" in 100th celebration of her birthday and presented a proclamation to Rose Margaretich. Family members thanked the Mayor and the City Council. APPOINTMENTS / REAPPOINTMENTS Moved by Council Member Bader, seconded by Council Member Roberts, to concur with the following appointment: Charter Review Committee Appointment of Mark Nesse for an unexpired term to end on or about June 1, 2016. Roll was called with all council members voting yes, except Council Members Moore and Tuohy who were excused. Motion carried. Mayor Stephanson provided a brief update on Legislature works and state funding for low- barrier housing, a new agriculture degree program through 102  March 30, 2016 Washington State University, and the police academy. The Mayor spoke about the Sound Transit Board of Directors meeting held on March 24, 2016. He also commented on the Sound Transit light rail expansion and work that he and staff are doing on a ballot measure for consideration by the region' s voters as early as November 2016. COUNCIL Council members wished Rose Margaretich a happy birthday. Council Member Franklin expressed her excitement about the low- barrier housing funding. She also provided a liaison report on her visit to the Animal Shelter last week. Council Member Stonecipher reported on her attendance at the Park Board of Commissioners strategic planworkshop. She said that the results of the work performed by PROS Consulting LLC, community survey data, projects priorities, and funding options will come before the Council later this spring. Council Member Roberts provided a brief overview of the Snohomish County Tomorrow ( SCT) meeting held last Wednesday. He also spoke about Sound Transit's Long- Range Plan and encouraged citizens to provide comments on the Sound Transit web site. Council Member Roberts invited everyone to attend a Sound Transit' s ST3 public meeting on Monday, April 25, 2016, 5: 30- 7: 30 p. m., to be held at Everett Station. Council Member Murphy provided a liaison report on his attendance at the Council of Neighborhoods meeting held earlier this week. He also spoke about the Sound Transit Board of Directors meeting held on March 24, 2016, and encouraged citizens to watch the meeting and make comments. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. 103  March 30, 2016 CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Jackie Minchew, Everett, spoke about the urgency for a climate change action plan. J. T. Dray, Everett, spoke about a lack of discussion during Transportation Advisory Committee meetings and issues around the use of North Broadway bulb- outs. COUNCIL BRIEFING AGENDA: Downtown Parking Study. Presented by Ryan Sass, Public Works; Clark Worth, Barney & Worth, Inc.; Rick Williams, Rick Williams Consulting. Council Member Bader suggested implementing a program that will allow holding student's transcripts if they have outstanding parking tickets with the City of Everett. Ryan Sass, Public Works, said that he will discuss this option with both institutions: the Everett Community College and the Washington State University. Jim Kellett, Everett, suggested taking a look at the angled parking versus linear parking along major corridors. Grant final plat approval for the Alpine Heights Unit Lot Subdivision. Presented by Allan Giffen, Planning Waive immaterial irregularity and award the construction contract for the synthetic turf replacement and renovation project on Kasch 104  March 30, 2016 Park multipurpose fields 2 and 3 to Premier Field Development in the amount of$2,860, 100.00 plus Washington State sales tax. Presented by John Petersen, Parks Authorize the Mayor to sign the State Capital Construction Grant Agreement No. GCB2316 for North Broadway Bus Stop Safety Improvements with the Washington State Department of Transportation. RESOLUTION — ELECTRONIC TRANSFER To adopt Resolution No. 6966 acknowledging the payment of audited and approved electronic transfer claims against the City of Everett in the amount of $ 6, 807, 687. 25 for the period of December 1, 2015, through December 31, 2015. RESOLUTION — ELECTRONIC TRANSFER To adopt Resolution No. 6967 acknowledging the payment of audited and approved electronic transfer claims against the City of Everett in the amount of $6, 064, 248. 81 for the period of January 1, 2016, through January 31, 2016. Motion carried. 106  March 30, 2016 ACTION ITEMS: COUNCIL BILL 1603- 12 THIRD AND FINAL READING: AN ORDINANCE approving the appropriations of the 2016 revised City of Everett Budget and amending Ordinance No. 3470- 15 Moved by Council Member Bader, seconded by Council Member Franklin, that this is declared to be the third and final reading of Council Bill No. 1603- 12, and the city clerk is directed to call the roll for the final disposition of the ordinance. AGREEMENT AMENDED— THE VISIO PURCHASES AND SOFTWARE UPDATE Moved by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the Mayor to sign to sign the Amendment to contract documents, Enterprise Software Assurance Agreement with Microsoft Corporation, for the Visio purchases and software 107  March 30, 2016 updates, for an annual cost less than $ 1500. 00 including Washington State sales tax.
