The regular meeting of the Everett City Council was called to order at 6: 30
p. m., November 16, 2016, in the City Council Chambers of the William E.
Moore Historic City Hall, Council President Murphy presiding. Upon roll
call, it was found that Mayor Stephanson and Council Members Moore,
Murphy, Bader, and Stonecipher were present. Council Members Roberts,
Franklin, and Tuohy were excused.
Council Member Bader led the Pledge of Allegiance.
The minutes of the November 9, 2016, City Council meeting were
approved as printed.
MAYOR
Mayor Stephanson announced that Assistant Fire Chief and Fire Marshal
Eric Hicks will be the next fire chief following the retirement of Chief
Murray Gordon.
COUNCIL
President Murphy announced the addition of a time- sensitive street
closure for Council approval.

STREET CLOSURE — THANKSGIVING FOOD DRIVE
24th
To authorize the closure of Colby Avenue between Street and

Street on November 22, 2016, from 4: 30 a. m. to 3: 30 p. m., for
Everett High School' s Annual Thanksgiving Food Drive sponsored
by the Everett High School Leadership.

Roll was called with all council members voting yes, except Council
Members Roberts, Franklin, and Tuohy who were excused.
Motion carried.
President Murphy provided a liaison report for the Snohomish Health
District and the financial deficits the Health District is facing. He provided
an overview of the current lack of funding and an update from other cities
and Snohomish County, who have confirmed a per capita contribution. He
requested concurrence to support the Snohomish Health District.
Mayor Stephanson stated that because there is a contingency in the 2017
budget, a budget amendment would not be needed however, Council
concurrence is required.
City Attorney Iles stated that while not necessary, Council could put this to
a motion for concurrence.
Moved by Council Member Bader, seconded by Council Member
Moore, to support a per capita of $1 to the Snohomish Health District
for 2017.
Roll was called with all council members voting yes, except Council
Members Roberts, Franklin, and Tuohy who were excused.
Motion carried.
CITY ATTORNEY
City Attorney Iles had no comments.
CITIZEN COMMENTS
J. T. Dray, Everett, spoke about his participation at the Washington State
Transportation Commission in Marysville earlier in the day and

commented on the Transportation Advisory Committee ( TAC) and Everett
Transit.
Mayor Stephanson indicated that the Charter Review Committee asked
Council to consider the possible establishment of a separate committee
for Everett Transit. It did not recommend that one be established.

Gail Chism, Everett, announced it was her anniversary speaking at
Everett City Council meetings and discussed her role in the Lowell
community.
Jackie Minchew, Everett, spoke about climate change and fossil fuels.
Louis Stetz spoke about homelessness and housing.
Willie Russell spoke about the supportive housing facility and
homelessness.
Tyler Rourke, Everett, spoke about traffic safety regarding bicycles,
pedestrians, and non- motor vehicle users.
Council Member Stonecipher requested that Administration bring back
clarification for Mr. Rourke' s non- motor vehicle traffic issue.
Heather Thomas, Public and Government Affairs Manager, Snohomish
Health District, thanked the Council for their intention to fund a per capita
distribution to the Snohomish Health District.

SECOND READING:
AN ORDINANCE relating to Municipal Court Judge Positions,
amending Ordinance No. 1259- 86 as amended by Ordinance No.
2228- 97 ( Chap. 2. 108 EMC)
CONSENT ITEMS:
Moved by Council Member Bader, seconded by Council Member
Moore, to approve the following consent items:
RESOLUTION - CLAIMS
To adopt Resolution No. 7049 acknowledging the payment of audited
and approved claims against the City of Everett in the amount of
1, 505, 128. 32 for the period of October 29, 2016, through November
4, 2016.
RESOLUTION - PAYROLL
To adopt Resolution No. 7050 acknowledging payment of audited
and approved payroll claims against the City of Everett in the amount
of$ 3, 673, 146.40 for the period ending October 29, 2016.
Roll was called with all council members voting yes, except Council
Members Roberts, Franklin, and Tuohy who were excused.

ACTION ITEMS:
AGREEMENT —ORACLE SUPPORT SERVICES
Moved by Council Member Bader, seconded by Council Member
Moore, to authorize the Mayor to sign the Master Services Agreement
with Mythics, Inc. for professional services to support Oracle and
other technology products as needed in an amount not to exceed
20, 360.
Roll was called with all council members voting yes, except Council
Members Roberts, Franklin, and Tuohy who were excused.
Motion carried.
COUNCIL BILL 1610- 46
THIRD AND FINAL READING:
AN ORDINANCE relating to Discounted Rates for Water and
Sewer Service and repealing Section 2 of Ordinance No. 3440-
15
Council Member Stonecipher asked if there were similar programs for
other low- income residents.
Matt Welborn, Public Works, stated is something currently being reviewed
and will likely be presented to Council next year.
Moved by Council Member Bader, by Council Member
seconded
Stonecipher, that this is declared to be the third and final reading of
Council Bill No. 1610- 46, and the city clerk is directed to call the roll for the
final disposition of the ordinance.
